As we create solutions to our challenges, we need to be inclusive. We must look at which groups are most affected by climate change, who benefits from our environmental programs, and how we can diversify the voices heard when shaping our environmental future. Our research to establish an Equality Indicator Framework revealed serious inequalities within our community. Aboriginal and Torres Strait Islander people, those on low incomes and people with disability experience clear inequalities in relation to employment, skills and education, housing, health, transport, and access to and involvement in public life. Climate impacts can worsen these inequalities. For people with disability, it can be difficult to get around during floods or storms, or to find information about extreme weather events. While some homeowners can afford solar panelsand other energy-efficient measures, people on low incomes can struggle to pay electricity bills, going cold in winter and sweltering in summer. Many people in these disadvantaged groups are amongthe 75 per cent of those who rent in the city. When it comes to managing the impacts of climate change, renters are disadvantaged; for example, they can’t install insulation to protect against extreme heat. Access to affordable clean energy remains a key issue. Low-income and disadvantaged households pay a higher proportion of their incomes on essential services, and have less choice and control to reduce costs. Currently, GreenPower is more expensive than standard grid electricity, putting access to clean energy out of reach for many residents. The City’s Draft Greening SydneyStrategy acknowledges the importance of equity. Having access to cool green spaces close to home contributes to residents’ ability to deal with extreme heat and to their mental wellbeing. While our overall canopy cover has increased, it is not evenly distributed. It is situated in central London, on the north bank of the River Thames. It is bounded by the London Borough of Brent to the north, the City of London and London Borough of Camden to the east, the tidal Thames to the south and the Royal Borough of Kensington and Chelsea to the west. It is home to a long standing and diverse residential community of approximately 260,000 people. Much of Westminster is within the Central Activities Zone (CAZ), which is a designation set by the Mayor of London to guide planning policies. Westminster is home to many of the landmarks synonymous with ‘tourist London’ including Parliament, the Monarchy and Royal Parks, two international shopping centres and the highest number of historic buildings in the country. There are 56 conservation areas within the borough which cover 78% of its area, three scheduled monuments and many areas rich in archaeological potential as well as 23 registered historic parks and gardens. Westminster has four mainline rail termini, 32 Underground stations and all but two tube lines run through Westminster. Additionally, some 79 bus services pass through Westminster’s streets.Westminster hosts 14% of all the jobs in London and is home to both some of the most affluent residential areas in the country as well as some of the most deprived. The city is densely populated, with 118 people per hectare; almost double the London average of 57. This population is also growing; ONS Population Projections estimate that Westminster’s population will increase to 284,300 by 2040. Westminster has a range of commercial and shopping activities that helped contribute £66 billion in gross value added (GVA) in 2018; 15% of London’s total and 3.2% of that of the UK. Whilst professional, business and financial industries make up the largest sector, Westminster is also a global hub for creative industries with 27% of all London’s jobs in music, performing arts and visual arts based within the city. Westminster has poor air quality as a result of the high numbers of vehicles, emissions from plant and machinery such as boilers used to heat buildings, and also the density of roads and buildings which prevents dispersal of the pollutants. The national Public Health Outcomes Framework details that 8.3% of mortality in Westminster is attributable to long term exposure to PM2.5 and is shown to be 48% higher when compared to the UK average of 5.6%. In total there are eight Air Quality Focus Areas (AQFAs) in Westminster, which are designated by the Mayor of London. These areas not only exceed air quality limits but are also locations with high human exposure.In addition, Westminster has the highest per capita carbon dioxide emissions (at 7.3 tonnes per person in 2018) and the highest emissions per square kilometre (at 84.6 tonnes per square kilometre in 2018) of any London borough excluding the City of London. This data is collected through the CDP-ICLEI Unified Reporting System. When using this data, please cite both organisations using the following wording: ‘This data was collected in partnership by CDP and ICLEI - Local Governments for Sustainability’.
This dataset contains a subset of the related full cities dataset, covering Climate Risk and Vulnerability Assessment and Adaptation Action questions for publicly disclosing cities in 2021. The platform is still open and the dataset is updated daily to reflect new submissions.
