Su implementación involucra una pluralidad de responsables en diferentes áreas y niveles de gobierno (estatal, metropolitano y municipal). Para ello nos encontramos en la fase de desarrollo de un sistema que permita: 1) el seguimiento /monitoreo por medio de indicadores de resultados clave y estratégicos, 2) evaluación de dichos resultados, así como 3) el reporte e informes del progreso: asegurando transparencia, rendición de cuentas y posibilidad de actualización de temas dentro del Plan en función de su pertinencia y relevancia. El sistema de Monitoreo, Evaluación, Reporte y Revisión (MERR) permitirá instrumentar los procedimientos necesarios para verificar sus avances, la generación de informes como soporte a la toma de decisión, la comunicación entre los actores involucrados, a las partes interesadas y a la sociedad en general y, por último, la revisión del plan con una periodicidad determinada. A continuación, se describen los dos primeros componentes que la metrópoli contempla para su construcción, anclaje institucional y con ello, sostenibilidad, efectividad y permanencia en el tiempo. MonitoreoPara las acciones y correspondiente(s) indicador(es) será la GTSCC del IMEPLAN, quien, de seguimiento integral y centralizado, pero serán las mismas dependencias líderes de cada acción (ver plantilla para mayor ilustración) que reportarán su respectivo avance al Instituto. El monitoreo de las acciones climáticas quedará asentado como un Acuerdo Metropolitano que derive de la Mesa Metropolitana de Gestión, en el que los responsables de cada una de las acciones tendrán dicha obligatoriedad, lo que implica:La actualización de datos y supuestos de la acción y subacciones (de ser el caso), y, Un registro periódico de progreso (2 veces al año) con base en los indicadores establecidos para cada caso.La comunicación abierta y expedita del estatus que guarda cada acción en los canales que se establezcan para la consulta al respecto.Atender los lineamientos que se establezcan en el plan de gestión de datos climáticos que se establezca.En una primera etapa, los responsables de las acciones prioritarias serán quienes compilen de manera bimestral los datos específicos que permitan cuantificar y actualizar el indicador correspondiente, esto será un proceso que se coordine desde la Mesa Metropolitana a través de la GTSCC (secretario técnico), deberán proporcionar a la GTSCC, en la frecuencia establecida, la información necesaria para el monitoreo de estos indicadores, los cuales serán incorporados a un tablero de control, proceso que en una segunda etapa se automatizará para facilitar la captura y actualización, incorporando aspectos de aseguramiento de calidad facilitados por la tecnología que se utilice. Resultado de lo anterior, se generará un reporte interno de resultados generales de avances en la implementación del PAC.Se implementará el seguimiento virtual y una vista pública a los indicadores en el módulo de Monitoreo, Seguimiento y Evaluación del Desarrollo Metropolitano (MSEDmetro) que constituye una plataforma digital metropolitana, concebida como una herramienta del Sistema Integral de Gestión del Desarrollo Metropolitano EvaluaciónEl proceso de evaluación del impacto del PACmetro y de las acciones enmarcadas en el instrumento que incluye reducciones de emisiones por sector , reducción de riesgos y distribución equitativa de los beneficios dentro del AMG, será una labor técnica que sea capaz de valorar y ajustar el cumplimiento de las metas de adaptación y de reducción de GEI e impulsar indicadores ajustados, así como nuevas propuestas de acciones o ajustar las ya contempladas para maximizar sus impactos positivos y asegurar el cumplimiento de las metas plasmadas en el PAC, esto se facilitará por la GTSCC en el Grupo de Trabajo y la Mesa Metropolitana de Gestión cada año. Se pondrá especial énfasis en la evaluación de la reducción de emisiones, lo que se hará a partir de los resultados obtenidos a través de los inventarios trianuales de CyGEI que elaborará el IMEPLAN en conjunto con municipios, así también se dará seguimiento y se hará un análisis a los indicadores de impacto determinados para cada acción.Una vez que se tenga recopilada la información estratégica del avance de las acciones y objetivos del PACmetro, se concentrará en el tablero de control ya mencionado, lo que representará el insumo base para la elaboración de reportes diversos.Para mayor información sobre los demás componentes considerados en el sistema MERR, favor de solicitarlo.01/20/2022 02:27:05

This dataset contains a subset of the related full cities dataset, covering Climate Risk and Vulnerability Assessment and Adaptation Action questions for publicly disclosing cities in 2021. The platform is still open and the dataset is updated daily to reflect new submissions.
