| 01/20/2022 02:27:05 | |||

| 292741 | Cities 2021 | 2021 | 43912 | City of Edmonton, AB | Canada | North America | 1. Governance and Data Management | Governance | 1.6 | Please provide information on the overall impact of COVID-19 on climate action in your city. | 2 | Comment | 1 | Response | The impacts of the pandemic on Edmonton and the region unfolded at a rapid pace with each quarter presenting new developments. In Q1 2020, states of emergency were announced across the country, including in Edmonton. Initial public health guidelines introduced in March 2020 were by far the most stringent on economic activity, resulting in significant reductions to business and household activity in the months following. In the second quarter, the provincial relaunch strategy was introduced with its first stage coming into effect on May 14. As the province moved through to stage 2 on June 12, green shoots of an economic recovery began to appear, further supported by significant levels of federal government support. By the third quarter of 2020, labour market conditions in the Edmonton region began to turn a corner with positive employment growth and gradual reductions in the unemployment rate. As well, business closures began to stabilize. Over the last quarter of 2020, additional provincial public health guidelines were introduced in response to rapidly rising case counts, including in the Edmonton health zone. However, unlike guidelines introduced in the first quarter, these guidelines allowed more businesses to continue operating at reduced levels. Nonetheless, the Edmonton and regional economies are estimated to have experienced deep contractions in 2020. For Edmonton, the economic contraction is estimated to have been slightly greater than the back-to-back contractions in 2015 and 2016 combined.Despite these economic challenges, the results of the 2020 City of Edmonton Climate Change and Energy Perceptions survey remained generally consistent with those observed in previous years, although this year data was collection five months into the COVID-19 pandemic. According to the results, 74 percent of Edmontonians are concerned about climate change and 75 percent agree on the need to take action now. A large majority of Edmontonians recognize economic and employment opportunities associated with addressing climate change. Specifically, 71 percent agree that investing in energy efficiency provides job opportunities for Edmonton, 67 percent agree that transitioning to renewable sources of energy provides job opportunities for the city, and 64 percent agree that efforts to prevent climate change present economic opportunity for Edmonton. Edmontonians also want to see more action on climate change, with 69 percent wanting to do more personally and 66 percent wanting the City of Edmonton to either maintain or increase efforts. However, despite the connections between economic recovery and climate actions and the support for climate actions through the Climate Change and Energy perceptions survey, there remains a perception that climate actions are costly and do not support economic recovery broadly that has resulted in decreased emphasis on climate action by the City of Edmonton. For example, Edmonton's E-bike rebate program was scheduled to launch in the summer of 2020 and upon launch was immediately oversubscribed. However, there was significant public criticism of this program, and one specific criticism was that it was perceived as misaligned with economic recovery goals that were necessary, and the program was quickly shut down. This disconnection between the need for climate action and the cost of implementing such actions persists in Edmonton. | 01/20/2022 02:27:05 | ||

Description
This data is collected through the CDP-ICLEI Unified Reporting System. When using this data, please cite both organisations using the following wording: ‘This data was collected in partnership by CDP and ICLEI - Local Governments for Sustainability’.
This dataset contains a subset of the related full cities dataset, covering Climate Risk and Vulnerability Assessment and Adaptation Action questions for publicly disclosing cities in 2021. The platform is still open and the dataset is updated daily to reflect new submissions.
To view the cities 2021 questionnaire guidance, including all questions asked to cities in 2021, visit https://www.cdp.net/en/guidance/guidance-for-cities.
For any questions, including guidance on how to reference this data in your own work, please contact cities@cdp.net.
Please note that this dataset may contain data from cities or, in some instances, groups of cities at different administrative levels. This includes metropolitan areas, combined authorities, and some regional councils.
When using the inventory data for aggregation, comparison and trend analysis, please note that the inventory data is based on non-verified self-reported city inputs. The reported inventory may not include all emission sources within the city boundary.
