Please provide details on the boundary of your plan, and where this differs from your city’s boundary, please provide an explanation.7If the city boundary is different from the plan boundary, please explain why4This plan covers the whole of Southend-on-Sea but expands to the rest of the Essex County Council area. Due to Southend-on-Sea being a Unitary Council in Essex, there many links that need to be made for an efficient waste strategy. Southend-on-Sea would not have the space for a landfill site and therefore Essex have been engaged as well to ensure the waste is moved efficiently. A new Strategy for Southend-on-Sea will be implemented in early 2021.01/20/2022 02:27:05

293964Cities 2021202135274City of Portland, MEUnited States of AmericaNorth America1. Governance and Data ManagementGovernance1.0Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below.2Description5There are a lot of energy efficiency targets and steps identified in One Climate Future. All newly constructed or gut-rehabbed city buildings to be Net Zero Energy or Net Zero Energy-ready starting in 2026. By 2025, both Portland and South Portland will commission strategic energy management plans for all municipal facilities, including public schools as appropriate. By 2026, begin deep energy retrofits of municipal buildings, with a focus on beneficial electrification. All new buildings to be net-zero energy starting in 2030. The Cities will also assess the feasibility of instituting a required minimum energy efficiency standard for residential rentals and determine whether to proceed with such a program by 2026.The Cities of Portland and South Portland are currently in the process of establishing energy benchmarking programs. The City of Portland adopted its energy benchmarking ordinance in 2019. Currently, a very limited number of buildings benchmark their data due to issues with utility data accessibility. In One Climate Future, the City of Portland has the goal of 80%+ compliance with the benchmarking ordinance achieved within 2 years of utility data access challenges being resolved (which ideally would be achieved by 2025). The Cities are also setting off to have building performance standards identified within 2 years of fully implementing the benchmarking ordinances with requirements adopted in the following year. The Cities also have goals to have access to whole building and citywide data by 2024 and access to automated data connections by 2024.Efficiency Maine Trust is the primary administrator for statewide programs to improve energy use efficiency and reduce greenhouse gas emissions in homes and businesses throughout Maine. As currently structured, Efficiency Maine achieves these goals primarily through offering residents and businesses financial incentives to reduce the costs of high- efficiency building systems and appliances that help customers save electricity, natural gas, and other fuels. Portland and South Portland will advocate for increases in Efficiency Maine funding, an expansion of eligible programs, and adjustments in how Efficiency Maine funding is earmarked, with the goal that by 2025 Efficiency Maine spending will be equivalent to 5% of total electric sales and 2% of residential natural gas sales.01/20/2022 02:27:05
293965Cities 2021202173645KwaDukuzaSouth AfricaAfrica2. Climate Hazards and VulnerabilityClimate Hazards2.1bBased on the climate hazards identified as "high risk" in your city, have you identified climate exposure scenarios?2Provide a summary of the outcomes of up to three scenarios1Climate exposure scenarios1) HEAT STRESSSector relevant to the municipality: •Energy •Information, Communications& Technology •WaterSupply and Sanitation •Waste Management •Public Health •Emergency Services •Food & Agriculture •Education •Environment, Biodiversity & Forestry•TourismAffected vulnerable population: •Low-income residents•Informal settlement dwellers •Farmers •General workersMagnitude of expected future impact: MediumDescription of expected impact so far: Heat stress in KDLM has a holistic impact on energy, health, safety and food production and the economic productivity of businesses and workers. The areas mostly affected by heat stress are those known to have limited existing tree cover and with more informal dwellings. It is expected that the hazard will increase in intensity due to the region also experiencing drought.2) DROUGHTSector relevant to the municipality: •Water Supply and Sanitation •Public Health •Emergency Services •Education•Food & Agriculture •Education •Environment, Biodiversity & Forestry •Tourism •Residential •Commerce and TradeAffected vulnerable population: •Low-income residents •Farmers •BusinessesMagnitude of expected future impact: MediumDescription of expected impact so far: Although the municipal region has been experiencing rain the past few years, the country is still not out of the drought season yet and drought is still expected to have an impact on the municipality in the future. Residents are advised to use water sparingly; water restrictions have been implemented. Working with relevant organisations and government offices, the municipalitysupports schemes to abstract and treat water from nearby rivers in order to supply areas mostaffected in the region. 3) RIVER FLOODINGSector relevant to the municipality:•Transport•Energy •Information, Communications and Technology•Water Supply and Sanitation •Waste Management •Public Health •Law and Order •Emergency Services •Education •Food and Agriculture•Environment, Biodiversity and Forestry •Commercial •Industry •Tourism •ResidentialAffected vulnerable population: High- to low- income residents; Farmers; BusinessesMagnitude of expected future impact: Low - mediumDescription of expected impact so far: Over the past few years, the municipal region has seen an increase in river flooding. This is particularly a threat to the agricultural industry. Agricultural land is projected to face an increased risk of flooding from rivers and some of this land may become unsuitable for the agricultural activities it is currently used for, resulting in reduced yields. This could also have a significant impact on businesses, which may sustain more direct flood damage to buildings and assets.01/20/2022 02:27:05
