A local regulatory framework and recommendations have been developed and approved: • "A plan of urgent measures to prevent the spread of coronavirus infection"; • "Recommendations for additional sanitary and epidemiological measures to prevent the spread of coronavirus infection (COVID-19)"; • Memo with hygiene rules to reduce the risk of infection; • Regulations for conducting research for the new coronavirus infection SARS-CoV-2. There is an ongoing optimized supply of personal protective equipment to prevent and spread coronavirus infection.The restrictions introduced during the period of high alert led to events and processes that, to some extent, negatively affected the effectiveness of the implementation of state programs, preventing them from reaching 100% of targets everywhere. In particular, restrictions were imposed on the control and surveillance activities introduced in connection with the spread of the new coronavirus infection (COVID-19). On the basis of the Decree of the Government of the Russian Federation dated 03.04.2020 No. 438 "On the specifics of the implementation of state control (supervision) in 2020,However, in terms of reducing the impact on the climate, COVID-19 had a beneficial effect: for example, the passenger traffic of public transport decreased.
