Acorde al IPCC(2014), gran parte de los impactos interrelacionados son generados por eventos peligrosos que pueden ser evaluados de manera más eficiente a través del enfoque de riesgo. El concepto de riesgo climático del IPCC está basado en la definición y el entendimiento de riesgo y en los componentes que contribuyen a ello. La incapacidad de afrontar los efectos negativos del cambio climático implica exponer a grupos poblacionales a riesgos y peligros de diferente índole.Los conceptos que constituyen al riesgo son el peligro, la exposición y la vulnerabilidad. Desde el enfoque del cambio climático. El IPCC en su Quinto Reporte presenta un diagrama que integra el concepto de riesgo para el análisis de adaptación al cambio climático, donde el riesgo de los impactos conexos al clima se deriva de la interacción de los peligros relacionados al clima con la vulnerabilidad y la exposición de los sistemas humanos y naturales. Los cambios en el sistema climático y los procesos socioeconómicos, incluidas la adaptación y mitigación, son impulsores de peligros, exposición y vulnerabilidad, tal como se muestra en la Figura VI.16. Se entiende por riesgo al producto del peligro por la exposición y por la vulnerabilidad.El IPCC indica que el riesgo es el “potencial de consecuencias en que algo de valor está en peligro con un desenlace incierto, reconociendo la diversidad de valores. A menudo el riesgo se representa como la probabilidad de acaecimiento de sucesos o tendencias peligrosos multiplicada por los impactos en caso de que ocurran tales sucesos o tendencias…resulta de la interacción de la vulnerabilidad, la exposición y el peligro… el término se utiliza principalmente en referencia a los riesgos de impactos del cambio climático”. Los conceptos asociados a riesgo son: Peligro. Agentes perturbadores que representan una amenaza, de la cual hay que determinar el potencial de que llegue a generar desastres cuando incide sobre ciertos sistemas afectables. Exposición (Sistemas expuestos). Se refiere a la presencia de personas; medios de vida; especies o ecosistemas; funciones, servicios y recursos ambientales; infraestructura o activos económicos, sociales o culturales en lugares y entornos que podrían verse afectados negativamente. Vulnerabilidad. La Ley General de Cambio Climático define a la vulnerabilidad como las “medidas y ajustes en sistemas humanos o naturales, como respuesta a estímulos climáticos, proyectados o reales, o sus efectos, que pueden moderar el daño, o aprovechar sus aspectos beneficiosos,” asimismo, indica que la vulnerabilidad es el “nivel a que un sistema es susceptible, o no es capaz de soportar los efectos adversos del Cambio Climático, incluida la variabilidad climática y los fenómenos extremos. La vulnerabilidad está en función del carácter, magnitud y velocidad de la variación climática a la que se encuentra expuesto un sistema, su sensibilidad, y su capacidad de adaptación”. En México, el enfoque de adaptación ante cambio climático se evalúa a través del análisis de vulnerabilidad. El Instituto Nacional de Ecología y Cambio Climático(INECC, 2019) propone una metodología para identificar la problemática climática, y con ello, estimar un nivel de vulnerabilidad y establecer medidas o acciones de adaptación. Para ello se deben responder las siguientes tres preguntas: 1.¿Qué origina a la problemática? 2.¿Quién o qué es impactado por la problemática? 3.¿Dónde sucede la problemática? La problemática climática tiene su origen en los aspectos cambiantes de un sistema climático que influye en un componente de un sistema humano o natural, conocidos como motor climático o climate driver(IPCC, 2014). De acuerdo al Quinto Informe del Grupo de Trabajo II del IPCC(2014), los posibles impactos del cambio climático, problemáticas o motores climáticos que podrían derivar en riesgos para la población, los sistemas productivos, la infraestructura y la biodiversidad se presentan en la Figura VI.3, algunos de ellos podrían aplicar al municipio de León, por ejemplo la tendencia de calentamiento, la precipitación extrema o la tendencia de desecación. Específicamente para México, el INECC ha determinado que los principales motores climáticos de impactos son el aumento de la temperatura, el aumento del nivel del mar y la disminución y aumento de la precipitación (Figura VI.17)(INECC, 2019), que fungen como origen de la problemática. La presencia de alguna problemática en el territorio implica que las condiciones climáticas se han modificado o se han exacerbado, lo que desencadena un peligro o amenaza climática (una inundación, por ejemplo) que puede representar un desastre si los objetos expuestos (población, infraestructura, agua, etc.) son vulnerables(Figura VI.8). This dataset contains a subset of the related full cities dataset, covering Climate Risk and Vulnerability Assessment and Adaptation Action questions for publicly disclosing cities in 2021. The platform is still open and the dataset is updated daily to reflect new submissions.
