317370Cities 20212021833284West Midlands Combined AuthorityUnited Kingdom of Great Britain and Northern IrelandEurope0. Introduction0.1Please give a general description and introduction to your city including your city’s reporting boundary in the table below.2Description of city1Please completeThe West Midlands Combined Authority (WMCA) was formally established in 2016, and is located at the heart of the UK. Its constituent authorities - Birmingham, Coventry, Wolverhampton, Sandwell, Dudley, Walsall and Solihull - are home to nearly 2.9 million people. The WMCA also includes three LEPs, 11 non-constituent local authority members and 4 observer authorities. For the purpose of reporting, we are focusing only on the constituent authorities. The West Midlands has a rich industrial heritage and is the hub of the UK canal network. Its central location ensures a globally connected region. This status is set to be further enhanced by the arrival in 2026 of the HS2 rail link, for which the West Midlands will act as the hub. In 2021, Coventry is the UK City of Culture, and in 2022 Birmingham will host the Commonwealth Games. These events are set to move the region to the centre of the global stage. This will act as a catalyst for promoting a fairer, greener and healthier West Midlands. Developing the regional economy underpins our ambitions – not only to deliver growth that all citizens will benefit from, but also as the export centre of the UK. The region broke through the £100bn GVA barrier and hit £106.7bn (in 2019) and had been bucking the national trend on a host of economic indicators, such as enterprise and employment growth. In the first part of 2020 the economic impact of the Covid-19 pandemic was initially severe. Forecasts show that pre-pandemic levels of employment will not return until 2023 and GVA after a drop back to 97bn in 2020 will not return until 2022.Another key driver of productivity is the transformation of the WMCA infrastructure and environment, for example the ambition to build 215,000 new homes by 2031. This will provide an affordable supply of homes for the region, built to high environmental standards. We are adopting a brownfield first policy in relation to our housebuilding programme and have been successful in securing investment to support this. We are also investing in new transport infrastructure across the region, bot public transport (e.g. Sprint and Metro) as well as support for active travel measures in response to Covid-19. We are in the process of preparing our new Movement for Growth plan, which will have our carbon reduction goals as front and centre. In 2019, the WMCA declared a climate emergency and worked with the Tyndall Centre to identify 2041 as the target date to reach net zero carbon emissions. In January 2020, the WMCA released its #WM2041 climate action plan, which sets out a vision for a clean, green and inclusive West Midlands. We have since developed our evidence on net zero and published the first Five Year Plan, outlining the actions the region will need to take from 2021 - 2026 to stay on course for net zero. The arrival of the Covid-19 pandemic has undoubtedly brought challenges to the West Midlands, as it has to all other parts of the UK, but we are working hard to ensure that the programmes and opportunities that we all ready in place will support a green and inclusive recovery for people across the region.01/19/2022 02:30:06
