Se requiere fomentar la modernización del parque vehicular privado, a favor de tecnologías más eficientes en el consumo de combustibles fósiles o de bajas emisiones, como híbridos, eléctricos o a gas; principalmente entre los vehículos de uso más intensivo como los taxis.Se requiere trabajar en los incentivos correctos para internalizar los impactos ambientales asociados al uso de vehículos motorizados, por ejemplo mediante el cumplimiento de la verificación vehicular. Se proponen las siguientes diez medidas ligadas a este eje: Sector Transporte 1.Consolidación del sistema de bicicleta pública “Bici León”. 2.
