Being the region’s administrative seat and service center, The City is accessible to all modes of transportation: sea, air and land. Sea and air transportation is manageable and stable, while land transportation was critically needs important attention. Land transportation issues and problems contribute negative impact to social, economic and environmental situation of the City. This, then, threatens the Legazpeño’s and visitor quality of life and comfortable, fast and safe mobility. Majority of its people with low average income, especially in the rural areas, do not have access to private motorized transport, making them dependent on other modes.The City shall make an effort to provide adequate, effective, and efficient transportation facilities that would provide access and mobility for the people to pursue socio-economic activities, as reflected in City Comprehensive Land Use Plan, and in a better position to identify local public transport service requirements being in-charge of formulating the Comprehensive Land Use Plan and Transport and Traffic Management Plans. The City public transport services should be provided in a timely, sufficient, cost-effective, and reliable manner.
