There are different types of fuels used by stationary energy sources including kerosene, biodiesel, diesel, residual fuel oil, and liquefied petroleum gas (LPG).Due to current limitations in data availability, the methodology is modeled after IPCC’s fuel sales approach which provides guidance on how to estimate GHG emissions using input data of fuel sales by fuel retailers within the boundaries of the city combined with default emission factors by fuel type (IPCC, 2007). It is assumed that all fuel sold has also been consumed by the city (IPCC, 2007).Specifically, the following equation is used: Fuel Consumed X Emission Factor X GWP = GHG EmissionsWhere:a. Fuel consumed is the amount of fuel used in the city, typically measured in liters, kg, or m3.b. A default emission factor is obtained from or other international sources and generally provided in terms of kg of GHG emitted per unit of energy contained by the fuel (e.g kgCO2/TJDue to data collection challenges – data unavailability primarily due to reasons of confidentiality of private data providers as well as limitations in terms of time and personnel resources – primary city-level residential and commercial data were not obtained. Instead, it was assumed from the fuel sales method conducted that a portion of the fuel sold by fuel stations and fuel retailers went directly to commercial and residential users. For the purposes of this inventory, the fuel types considered for this sector will be Kerosene, Gasoline, Diesel and LPG. It will be assumed that fuel sales from fuel retailers for the following fuel types will be attributed to either residential or commercial stationary combustion:a. Kerosene – attributed to households for lighting and cookingb. Gasoline – attributed to the commercial for generators, other equipmentc. LPG – attributed to both based on survey resultsd.
