Emissions ReductionMitigation Actions5.4Describe the anticipated outcomes of the most impactful mitigation actions your city is currently undertaking; the total cost of the action and how much is being funded by the local government.12Action description and implementation progress3The LGU established citizen responsibility as the primary mechanism of its Solid Waste Management Program through a project entitled, “Ecological Solid Waste Management Lifestyle Change Project.” The aim of the project is to promote change in values and attitudes of the people of San Carlos towards environmental responsibility through effective Communication, Education and Advocacy. Key objectives of the project are:•Increase awareness and responsibility among citizens of the city on solid waste management leading to minimization of wastes generated at source and resulting to at least 60% in waste diversion;•Enhance people’s involvement in solid waste management by educating all households and institutions on the different methods of processing waste.•Inculcate change in behavior and values among the citizens through the utilization of locally-formulated IEC materials that are adaptive to the local culture. Plastic Bag Regulation Program. The city government is also addressing the problem of rampant use of plastics which are very hazardous to the environment. Therefore, to minimize the use of plastic bags, the City of San Carlos Created the City Ordinance No. 14-53 or “An Ordinance Regulating the Use of Plastic Cellophane and Sando Bags as Packaging Materials and Utilization of Polystyrene, commonly known as Styrofoam, for Food and Beverages Containers in the City of San Carlos and Prescribing Penalties thereof” which was implemented last May 2015. ESTABLISHMENT OF ECO-CENTER. The Eco-Center is a one stop shop disposal and recycling option for San Carlos City residents and businesses. The facility includes state-of-the-art 6,600 sq.m. Sanitary Landfill for municipal solid waste. Centralized Material Recovery Facility, Office and Motorpool, Perimeter Fence, Composting Area and Leachate Treatment Facility. This integrated waste management system has a total budget of only P7.5 million.COST RECOVERY MECHANISM. The effective segregation at the source level made it possible for the City to set up an efficient waste diversion at the disposal level in the Eco-Center. From the composting effort of the 66.64% biodegradables, income generated of more than Php 2,600,000.00 for the sales of compost and recyclables alone which is already sufficient to pay for a portion of repairs and maintenance of the Eco-Center. Recovery of recyclable contents resulted to an average income of P12,000.00 per month. The income is put in a Trust Fund for further SWM use. The recovery also resulted to significant amount of additional landfill space.SUSTAINABILITY. One of the reasons why our city is so effective in the implementation of significant projects for the environment is because our Sangguniang Panlungsod actively corroborates in every undertaking thru the passage of various local ordinances and resolutions in support of the city’s Solid Waste Programs such as Creation of the Environment Code, Plastic Bag Regulation Program, Compost Selling Ordinance, Tipping Fee Ordinance and the Creation of the City Environment Management Office or (CEMO) which is task to manage the ecological and natural resources of the city, primarily promoting sustainability of local resources, such as but not limited to forest, watersheds, rivers, coasts, fishing grounds and urban areas. CEMO is composed of the following divisions:oIntegrated Waste Management / Pollution Control Divisiono Watershed, Parks, Protected Areas, Wildlife and Forestry DivisionoCoastal Resource Management DivisionoRegulatory Division oClimate Change DivisionoAdministrative Support Services DivisionCreation of Law Enforcement Team. To further ensure sustainability on the implementation of all environmental programs of the city, the city created the Law Enforcement Team (LET) through an Executive Order No. 002 series of 2014. Spearheaded by the City Legal Office, the city was able to effectively implement all environmental laws due to its strict enforcement.01/20/2022 02:27:05

The main island eliminated all coal-fired boilers, shut down Huatai Thermal Power, and built a natural gas distributed energy station. Through the construction of the above projects, by 2020, the total consumption of clean energy will be 316,100 tons of standard coal, accounting for 33% of the total energy consumption. Yangzhong's renewable energy supply reached more than 711 million kWh, achieving 100% green electricity consumption for residents (residential electricity consumption of 293 million kWh), and 100% green electricity for service industries (service electricity consumption of 112 million kWh) .01/20/2022 02:27:05
