To further safeguard water quality in our catchments, we have also put in place stringent pollution control measures (e.g. by imposing silt discharge requirements on construction sites) and located heavy / pollutive industries and farms out of our water catchment areas. The “4 National Taps” strategy (water from local catchment, imported water, NEWater, and desalinated water) cushions our water supply against dry weather, and strengthens our supply resilience against dry weather climate change, increased water demand, and other risks. A water conservation programme is also in place to ensure water demand (and the energy needed to produce and distribute the water) does not rise at an unsustainable rate. Singapore currently has five NEWater factories and four desalination plants. One more desalination plant is currently being constructed. While NEWater and desalination are climate-independent water sources, they are energy-intensive. We are partnering leaders in water treatment technologies to test-bed new technologies and techniques to reduce the energy footprint.Climate change and increased urbanization will also affect the quality of stormwater collected. PUB’s waterworks will be adopting more advanced treatment processes (membranes, ozonation, electro-chlorination etc) which will lead to increased energy consumption in treatment.To keep demand in check, we have adopted a multi-pronged approach for water conservation.•Pricing: Water is priced to reflect its scarcity value•Legislative: (i) Suppliers of appliances (household dishwashers and washing machines) and fittings (taps, mixers, urinals, toilet cisterns) are required to list the water efficiency on displays, packaging, and advertisements to help consumers make an informed choice. Non-water efficient devices are phased out gradually through the setting of minimum water efficiency standards. (ii) Large water users consuming 60,000m3 or more of water annually are required to install private meters, monitor their consumption and submit annual Water Efficiency Water Management Plans. By measuring and studying their water usage patterns, these companies can target their water-intensive operations to improve water efficiency and save on their water bills. The information is also used by PUB to understand how specific industries use water, to develop sectoral water conservation measures, water efficiency benchmarks, and good practices guidelines. Funding schemes are also in place to encourage these large water users to reduce their water consumption through used water recycling and housekeeping like segregation of used water based on quality to facilitate recycling and treatment. •Behavioural initiatives leverage digital technologies to empower consumers with information on usage patterns, and make wiser choices to save water: (i) PUB is deploying smart shower devices in up to 10,000 new public housing flats under a demonstration project to study and validate the effects of such devices. The devices provide users with real-time water consumption feedback, and allow users to set their conservation goals and monitor usage via a smartphone application. (ii) PUB will also install 300,000 smart water meters by 2023, which are supplemented by smartphone applications for customers to track their daily water usage, and receive notifications about high water use and possible leaks. Due to the conservation efforts, Singapore’s per capita household water consumption has dropped from 165L/day in 2000 to 141L/day in 2019, with the goal to lower it to 130L/day by 2030.01/20/2022 02:27:05
