Different areas and sections of the population within Surat city are exposed to different climate hazards at different frequencies and intensities. The critical hazards are temperature rise, humidity rise, and flooding. To map these hazards, vulnerabilities, and their impacts, Surat city prepared the Surat City Resilience Strategy in 2011, under the Phase-II of the Asian Cities Climate Change Resilience Network (ACCCRN). The city also prepared the Resilience Strategy for Surat city in 2017 under the 100 Resilience Cities (now Resilience Cities Network) program. Variations in temperature and sultriness are present everywhere due to global warming, thus applying pressure on population dynamics. Surat experiences high relative humidity throughout the year so temperature values by themselves will not provide the best indicator of how hot it feels in summer. The analysis of temperature and humidity indicates that dangerous periods of extreme heat with more frequent maximum temperature spikes and rising humidity are likely to occur more often. This suggests the need for measures to reduce population vulnerability including health impacts. The temperature increase is likely to cause an increase in space cooling periods both in workspaces as well as in houses. Since Surat is a high humidity environment, the comfort index may shift to discomfort levels during most parts of the year due to temperature rise. Resultant energy demands are likely to be quite significant. The heat might also drive the workforce away and rising temperatures impact productivity. Surat faces local creek flooding (called Khadi floods) from two streams that pass through the southern part of the city. These streams flood during heavy local rains and can cause serious damage to settlements located near their banks. This happened in 2004, 2005 and 2007. In the 2004 floods, nearly 4,00,000 people were affected; there was also a power failure lasting two days, water supply lines were disrupted for a week and many city neighborhoods were inaccessible. There are also new areas that have experienced unexpected flooding and waterlogging. As per the Resilience Strategy for Surat (2017), Surat is highly vulnerable to multiple hydro-met hazards such as river floods, creek floods, and storm surges. Risk exists in Surat since reclaimed land in the sea can cause high tidal effects. Due to major industrial activities, fire incidents have also been noticed in the city.01/20/2022 02:27:05
