It is therefore crucial to demonstrate and communicate that our climate action plan is not just about carbon and climate risk but rather about taking the opportunity to be a leader in transitioning to a competitive, resilient and efficient green economy. The wider social and economic impacts of specific climate actions are however difficult to measure, and require increased capacity for data collection and analysis, which the City hopes to make part of future action planning. Obvious exceptions are actions which can be measured by specific indicators – such as MWh renewable energy generated or reduced, financial savings, waste minimized, passenger miles reduced, etc. (see project examples below). The broader socio-economic indicators which the climate mitigation actions indirectly contribute to include the city’s Gini Coefficient, the broad and strict rates of unemployment (and specifically those for youth), and the youth NEET (Not in Employment, Education or Training) indicator. Air quality levels are also measured for the City, as are the prevalence of HIV, TB, infant mortality and other health indicators. As part of the development of the City of Cape Town Climate Change Strategy and Action Plan, a monitoring and evaluation plan is currently being compiled that will allow the City to better track the impacts of this work. Project level examples of measuring benefits: 1. Solar Water Heater Programme – measuring and demonstrating local economic benefits The City of Cape Town’s solar water heater (SWH) accreditation and marketing programme was developed and implemented to encourage the installation of high pressure residential solar water heaters, and to improve the reliability, quality and standard of products and installations. The programme formed part of the City’s electricity-savings campaign to reduce citywide electricity consumption, alleviate the burden of electricity costs to households and the economy, cut CO2 emissions and improve energy security. According to the last sample aerial count, over 60 000 solar water heaters had been installed in the Cape Town metro. According to the City’s calculations, these systems have contributed more than R1,2 billion to the local economy, are reducing electricity consumption by more than 170 GWh per year, and cutting carbon emissions by at least 177 000 tons per year. Based on these approximate per-annum energy savings figures, households are saving more than R370 million per year, which can then be circulated back into the local economy. Western Cape Industrial Symbiosis Programme The Western Cape Industrial Symbiosis Programme (WISP) is free facilitation service funded by the City of Cape Town and delivered by GreenCape, a non-profit organisation (NPO) originally established by the Western Cape government to support the development of the region’s green economy. The programme attempts to connect companies so that they can identify and realise the business opportunities enabled by utilising unused or residual resources (materials, energy, water, assets, logistics, expertise). WISP companies range from micro to mega and come from a vast array of industries, including food, textile and manufacturing. By sharing their resources, WISP members cut costs and increase profit; improve their business processes; create new revenue streams; learn from one another; and operate more sustainably. To date the programme has over 950 members in its network and has achieved the following estimated benefits; • 101,787 tonnes of waste have been diverted from landfill and an estimated fossil GHG savings of 295,197 tonnes CO2e has been achieved to date. Cumulatively, the financial benefits to WISP members sit at R117 million (additional revenue totaling R58.0 million generated, cost savings of R38.6 million achieved and private investment totaling R20.5 million). • For every R1.00 the funders invested in WISP, R11.00 has been returned to members in financial benefits. • The programme has been instrumental in the creation of jobs. This data is collected through the CDP-ICLEI Unified Reporting System. When using this data, please cite both organisations using the following wording: ‘This data was collected in partnership by CDP and ICLEI - Local Governments for Sustainability’.
This dataset contains the full responses of publicly disclosing cities in 2021. The platform is still open and the dataset is updated daily to reflect new submissions.

When using the inventory data for aggregation, comparison and trend analysis, please note that the inventory data is based on non-verified self-reported city inputs. The reported inventory may not include all emission sources within the city boundary.
