This is in line with Strategic Focus Area 8: Zero emission buildings and precincts in the City of Cape Town Climate Change Strategy and draft Action Plan. To do so, at least 30 MW of renewable generation capacity needs to be developed with a minimum 18% reduction in energy use (from a 2020 baseline) by 2030. The City of Cape Town (City) has undertaken a modelling exercise to determine the appropriate energy demand forecast, evaluate potential energy supply options and permutations, determine the cost of each supply option, and identify a preferred pathway based on the size of the required capital investments, operational expenditure, and risk exposure.The Base Case Scenario (continued reliance on national electricity provider, ESKOM) is not an option in the long term as it is the most expensive and has the highest risk of not meeting the City’s NZC target. The recommended scenario is the “Future of Work Own Generation” Scenario, which entails the development of three city-owned renewable energy projects. This offers the greatest value for money and provides the highest level of certainty in achieving the NZC target.To implement the preferred scenario, city-owned generation must be prioritised. The preliminary modelling indicated that three sets of capital investments are required (one 10MW project is already committed) to a total value of between R420 – R470 million, with interest on capital included, from 2022 – 2027. Capital investments can be fully recovered by the cost savings achieved over the planning horizon, due to reduced overall energy demand and lowering the proportion of electrical energy bought from external providers.The City is therefore seeking technical and financial assistance to undertake the required feasibility studies, project structuring and market engagement to deliver the finance required to implement this project.The stage of project development and total investment cost needed for the first two projects are difficult to capture: all of these projects have been implemented, but they are ongoing and the budgets required for them may change over time.No adaptation projects seeking funding have been listed this year, as the climate change adaptation branch within the City is still in the process of identifying and packaging distinct projects, which should be ready for future reporting with the finalization of the Climate Action Plan.01/20/2022 02:27:05
