The Mozambique NDC is fully conditional (i.e. dependent on the provision of financial, technological and capacity building support from the international community) and does not have any unconditional components, states the following mitigation targets:“The country estimates, on a preliminary basis, the total reduction of 76.5 MtCO2e in the period from 2020 and 2030, with 23,0 MtCO2eq by 2024 and 53,4 MtCO2eq from 2025 and 2030. These reductions are estimates with a significant level of uncertainty and will be updated with the results from the BUR to be available by early 2018. The implementation of any proposed reduction is fully conditional on the provision of financial, technological and capacity building from the international community”A national baseline GHG Inventory is not identified within the NDC, however a study by the World Resource Institute estimated the total GHG Emissions for Mozambique for 2014 (including Land Use Change and Forestry) to be 68.10MtCO2e ; thus, the reduction targets set within the NDC implies an ambitious potentially carbon neutral goal for Mozambique by 2030. According GCoM Reporting Framework , sub-national mitigation targets should be at a minimum as ambitious as the unconditional components of the NDC; and local governments should set targets that are more ambitions that the NDC.Emissions reduction actions included in this report (see Table 4) are thus based on political aspirations of a reduction of half (50%) of the absolute emissions estimated within the BAU projections for 2030. Nacala has selected a political target of half (50%) of the absolute emissions estimated within the BAU projections for 2030. This amounts to 130,811 tCO2eq.01/20/2022 02:27:05
