To secure and facilitate general outdoor life in areas close to the sea shall be sought to be complied with in every planning and individual case, whether it is in development or outdoor areas. In the area context, Arendal municipality follows up on planning principles in the State planning guidelines for differentiated management of the beach zone along the sea.An important prerequisite in the State planning guidelines is that development must be planned and concentrated on existing ones settlements and already developed areas, so that the coastal zone is otherwise shielded. In the 100-meter belt along the sea, special consideration must be given to the natural and cultural environment, outdoor life, landscape and public interests, and here a national building and sharing ban applies, cf. plan and the Building Act § 1-8.
