Target indicators for the future development of the waste management industry are determined for the period up to 2029. The territorial scheme contains information on the location of the sources of waste generation, data on the amount of waste generated, on the location of the objects of accumulation, processing, disposal, disposal and disposal of waste, on the areas of activity of regional operators in the field of waste management. For the purpose of long-term planning, the Territorial Scheme presents a forecast of the formation of solid waste in the city of Moscow for the period up to 2029, taking into account the growth of the city's population. The forecast includes unsorted waste and separately accumulated secondary material resources that are subject to further sorting. At the same time, taking into account the trend of annual growth in the quantity and improvement of the quality (purity) of separately collected secondary resources, the amount of unsorted waste generation will decrease. In order to expand and improve the system of separate MSW accumulation operating in the city on June 18, 2019, the Moscow Government adopted Resolution No. 734-PP, within the framework of which, from 01.01.2020, a two-container system was introduced at the existing 22,870 container sites in the residential sector and social facilities, providing for the separate accumulation of recyclable solid waste components (without traces of food and other organic matter) in containers with blue color indication and mixed (contaminated with organic matter) in containers with gray color indication, which allows more rational use of yard spaces and increase the volume and quality of recyclable solid waste components. In addition, waste management operators in the city of Moscow ensure the organization and operation of collection points from the population for such secondary material resources such as waste paper, glass, aluminum and PET containers. As part of the provision of a comprehensive service for the management of solid waste, waste management operators have installed more than 3,5 thousand stationary points, nets and containers for collecting individual fractions of solid waste - glass, paper, metal, plastic. The practice of using containers of the "Kolokol" type in places of mass stay of people (parks, squares, etc.) for the separate accumulation of glass and plastic has been continued. The containers have the appropriate color design: yellow - for plastic, green - for glass, and the necessary marking (image of accumulated BMP and letter indicating the purpose of the container). In order to extract SMR from the mass of generated solid waste, 11 marshalling yards were organized in the city. In the course of processing (sorting), secondary material resources are extracted from the mass of waste. Part of the waste (after sampling of useful components) is sent for utilization in order to obtain energy, part - for disposal. Additionally, in order to promptly detect excess emissions of pollutants in accordance with the Law of the City of Moscow dated 20.10.2004 No. 65 “On Environmental Monitoring in the City of Moscow”, all Moscow incinerators are equipped with automated systems for direct instrumental emission measurements that operate continuously around the clock. During the period of operation of these systems, violations of the standards for maximum permissible emissions of pollutants into the atmospheric air were not revealed. The provisions of the Federal Law of June 24, 1998 No. 89-FZ "On production and consumption waste", the disposal of waste within the boundaries of settlements is prohibited.
