A nivel rural, los Cerros Orientales tienen características naturales que permiten la generación de avenidas torrenciales, lo que sumado a las precipitaciones que se presentan en las dos temporadas de lluvias de la ciudad, producen volúmenes de agua suficientes que pueden ocasionar flujos torrenciales, incrementando la susceptibilidad del Distrito a este tipo de amenaza. En cuanto a su impacto sobre los servicios públicos-líneas de vida, en las zonas catalogadas como amenaza alta por avenidas torrenciales se presentan mayores afectaciones en el servicio de energía en las localidades Santa Fe, Rafael Uribe, Candelaria, Tunjuelito, Usme, San Cristóbal, Usaquén y Ciudad Bolívar. A nivel de UPZ, la más afectada es Las Nieves. Con respecto al alcantarillado pluvial, las localidades que presentan mayor afectación son Tunjuelito, Rafael Uribe, Usaquén, Ciudad Bolívar, San Cristóbal y Usme. La UPZ Tunjuelito es la más afectada tanto en alcantarillado pluvial como en el servicio de gas natural. Finalmente, las localidades de San Cristóbal, Usaquén y Santa Fe presentan mayores afectaciones en las redes de telecomunicaciones por la materialización de avenidas torrenciales. De otro lado, las localidades de Rafael Uribe y San Cristóbal son las que mayor impacto presentan por afectaciones en las viviendas, producto de las dinámicas del río Tunjuelo. En la malla vial, se evidencia que la localidad de Rafael Uribe es una de las que mayor impacto presenta, así como la localidad de Tunjuelito. En el sector rural, las localidades más afectadas son Usme y Sumapaz. Ambientalmente, las zonas con Índice de Riesgo Climático alto por avenidas torrenciales se localizan en ecosistemas estratégicos como es el caso de Sumapaz, que se caracteriza por ser una estrella fluvial. Sin embargo, actualmente se presentan asentamientos ilegales, agricultura y ganadería extensiva y manejo inadecuado de aguas residuales, que generan condiciones propicias de inestabilidad del suelo que pueden desencadenar eventos de avenidas torrenciales.01/20/2022 02:27:05
