Se levanta un diagnóstico incluyendo el consumo energético de la comuna, considerando como fuentes de energía la electricidad de red, el gas natural y el gas licuado. Si bien no se consideró el consumo energético asociado al transporte, debido a la complejidad de calcular su demanda con exactitud, si se lo considera en el plan de acción con el objetivo de disminuir su impacto medioambiental. Adicionalmente, se calcularon los potenciales de eficiencia, energética, y generación a partir de las energías renovables solar y biomasa. Estos tres potenciales combinados, serían suficientes para reducir en un 62% del consumo eléctrico del 2014. Luego se definen tres metas para el año 2030, primero reducir en un 50% las emisiones de CO2 comunal por unidad de PIB. Segundo, incluir, en las decisiones energéticas la participación de los actores involucrados y por último contar con un 100% de ciudadanos sensibilizados en temáticas energéticas. Por último para alcanzar dichas metas se propone un plan de acción ordenado en los ejes de: 1. Energía limpia, 2. Gestión y cultura energética, 3.
