En el momento en que la Estrategia y el Programa fueron elaborados y publicados, el mundo y la Ciudad de México se encuentran atravesando uno de los mayores retos de salud pública en la era moderna. La emergencia global derivada de la pandemia por COVID-19 ha evidenciado las mayores fortalezas y fragilidades de nuestro modelo económico y social y del sistema urbano -ambiental. De acuerdo con varios organismos internacionales, se espera que estemos entrando a la peor crisis económica global del último siglo, con un alto impacto social y económico, lo que genera un alto grado de incertidumbre. La emergencia sanitaria expuso los múltiples vínculos entre la salud pública y el ambiente, e hizo evidente que una vida digna, un trabajo decente y una economía productiva dependen profundamente de un medio ambiente sano. En todos los países, determinados grupos son más vulnerables a los efectos de la emergencia sanitaria. Las personas adultas mayores y personas con condiciones de salud pre-existentes se encuentran en mayor riesgo de contagiarse y desarrollar problemas de salud. Las mujeres, que tienen menor acceso a seguridad social, así como su rol en la economía del cuidado, enfrentan mayores riesgos y cargas adicionales de trabajo.En su efectiva y rápida respuesta a la pandemia, diversos actores del mundo y de la Ciudad de México han demostrado la capacidad de aplicar medidas decisivas y transformativas para proteger a las personas de cara a los serios problemas sanitarios y económicos existentes. Así, en el contextode la recuperación post-COVID19, el Gobierno de la Ciudad de México, las empresas y la sociedad en general impulsarán el compromiso de ejecutar acciones de igual magnitud y empeño para atender la crisis climática que se vive hoy día.A medida que las economías se recuperan, existe una oportunidad de desarrollar políticas públicas que atiendan la crisis climática e impulsen una transición hacia un desarrollo sustentable, resiliente y justo.
