Within the Scenario Modelling of Pathways undertaken, it was noted that strong collaboration and supportive policies from Federal Government will be required to meet the 2050 targets. These include policies beyond the authority of the local government, such as grid decarbonisation, tax exemptions (and other incentivised) for very efficient and renewable technologies such as electric vehicles as well as subsidy removals for fossil fuels. This flood was in part caused by snow melt across the Thames catchment but a flood of this size could also happen just from rainfall, as happened in 1894, when flood levels were even higher on the Thames.Flood modelling by the UK Environment Agency shows that over 700 properties are currently at risk of flooding from the River Thames in Caversham and north Reading. With climate change this number will rise. This makes it the largest community at risk from the Thames without existing or proposed flood defences. Homes and businesses in low lying areas of Caversham flooded in 2014 and 2003. Houses were surrounded by floodwater and a number of roads were closed to vehicles. In 2003 several roads were closed, some for as long as 5 days. The wet winter of 2013/14 led to widespread flooding along Reading’s waterways and floodplains (Thames, Loddon and Kennet). Sonning Bridge was closed on two occasions in January and for part of February, while Loddon Bridge Park & Ride was closed for much of January. In some areas, flooding due to rising groundwater levels was a problem and there was widespread travel disruption. Similarly, the wet period in late winter 2019-20 caused widespread travel disruption.January 2014 was the wettest January on record in Reading, with 151 mm of rail (251% the normal January rainfall). February 2014 was the wettest February on record in Reading, with 117 mm of rain (287 % of normal). Reading has also experienced recent summer flash flooding - in July 2007, 69 mm of rain fell in only 15 hours (the monthly mean rainfall for July in Reading is 46 mm), leading to flooding on many local rivers. The Reading Climate Change Adaptation Plan includes a summary of impact by area showing the potential spatial distribution of climate impacts on different parts of the Borough. We know from the UK Climate Projections that variability in rainfall is increasing. Wet winters will get wetter, but we can still expect some dry winters. Summer rainfall is expected to decrease significantly, but when it rains in summer there may be more intense rainfall events.01/20/2022 02:27:05
