The plan refers to the “Operations Planning Guidelines for Local Climate Change Adaptation Plan” published by the National Development Council. The assessment methodology adopted in this plan is officially recognized by the Task Force on Climate-related Financial Disclosures (TCFD) as an implementation framework for climate risk assessment and management. The assessment methodology, Taiwan’s Climate Change Adaptation Six Steps (CCA6Steps), is mainly based on the IPCC AR5 definition of climate risk in the project of “Taiwan Integrated Research Program on Climate Change” (TaiCCAT) conducted by the Ministry of Science and Technology.The main results are as follows:1. Climate Risk Assessment and Key Adaptation Sectors:Precipitation and high temperatures are the major climate risk factors in Taipei City, with land use as the City’s key adaptation sector. Analysis results have shown that although no significant changes appear in the number of days with rainfall in Taipei City, the City has seen strong fluctuations in annual rainfall with an increase in heavy precipitation events. It is also estimated based on the pattern that by the end of the 21st century, the total annual rainfall may decrease by 19.4 to 37.7% while the maximum 1-day precipitation amount may increase by 46 to 56.8%. Heavy rains cause floods, or lower-than-usual annual rainfall that contribute to increased risks such as water shortage. In terms of temperature, the occurrences of extremely high temperatures have become more frequent than the past. It is also estimated based on the pattern that by the end of the 21st century, the temperature in Taipei City may rise by 1.15 to 3.9°C, resulting in an increased risk of heat-related injuries.In addition, focusing on two climate factors including precipitation and high temperatures, the Plan addresses the key issues including “the possibility of higher chances of flooding due to increased occurrence of heavy rainfall” and “more significant effects of urban heat island (UHI) since urban microclimate would be affected under global warming trends” respectively. The plan further conducts the risk assessment of each administrative district in Taipei City through “Climate Risk Template” and “Climate Risk Map.” Assessment results have revealed that existing adaptation practices, such as low-impact development (LID), permeable pavements, rainwater collection, sewer drainage system, urban greening, green buildings expansion and other measures, have brought out the benefits of reducing climate change impacts. However, several administrative districts with a higher population distribution density (i.e., higher exposure) and higher ratio of young and elderly populations (i.e., higher sensitivity) are subject to higher level of climate risks, including torrential rain and UHI effect. Thus, the intensity of adaptation capacity responding to flooding disasters due to heavy rainfall, and heat injury due to UHI effect should be strengthened continuously to safeguard the health and safety of our citizens.2. Adaptation Strategies and Action Plans:Taipei City has actively enhanced its resilience to urban climate change in two main areas: Strengthening early warning mechanisms and recovery capacity for disasters. Early warning mechanisms for disaster include: Early warning systems for natural disasters and infectious disease prevention, assisting citizens to reduce disaster-related damage. The specific adaptation measures include: Slope safety management, heat wave early warning and disease prevention. For disaster recovery, with the adoption of stable water supply systems and urban green land expansion, the City sets out to build itself as Sponge City and Garden City through public participation. Additionally, through Taipei City’s Regional Disaster Prevention and Rescue Plan and autonomous flooding disaster prevention, the ability to cope with disasters can be enhanced. Diverse energy utilization and constructing smart grid of social housing will also be developed to strengthen adaptability in the field of energy. Through adaptation strategies and actions targeting various aspects mentioned above, the City’s urban resilience can be strengthened.01/20/2022 02:27:05
