City-wide Emissions | Historical emissions inventories | 4.13 | Please provide details on any historical, base year or recalculated city-wide emissions inventories your city has, in order to allow assessment of targets in the table below. | 9 | Comments | 1 | The GHG management Plan includes 1) relevant background information, and 2) prioritized initiatives for the GHG emissions reduction. Included in this report is a separate report on building energy audit and use of Clean Energy Emissions Reduction (CLEER) tool can be used as supplementary documents to further support the implementation of this plan. This section presents the sectoral related programs, projects, and activities (PPAs) of Zamboanga City as identified in relevant city documents including the Comprehensive Development Plan (CDP) 2016-2021, Local Development Investment Plan (LDIP) 2017-2019 and Annual Investment Program (AIP) 2019as well as during the multi-stakeholder workshop facilitated by ICLEI SEAS. The initiatives were clustered into three groups: 1) listed in city documents with budgetary requirements, 2) listed but no budget indicated, and 3) led by other entities including national government agencies, civil society, and/or private sector. The workshops were held at the City Hall of Zamboanga from 30-31 July 2020. Senior Science Research Specialist Virgilio Arzadon of the DOE Mindanao Field Office led the in-house building energy audit workshop. Prior to the workshop, he also explained the GEMP, the Philippine Government’s flagship program on energy efficiency, the Energy Efficiency and Conservation (EE&C) Act, and energy situation in Mindanao to enable the participants to understand the necessity of undertaking a basic building energy audit. A total of 13 participants, mostly from the City Engineer’s Office, participated in the activity. The workshop had an almost equal number of male and female participants. It is recommended that the most prominent sector that Zamboanga has to address is its electricity-consumption which comprises 52 % of the city’s total GHG emissions. This should be the priority of the city and is reflected in the multitude of energy related PPPAs aimed towards shifting to renewable energy and practicing energy efficiency and conservation (EE&C). With the on-going roll out of the Energy Efficiency and Conservation Act (Republic Act 11285), the local governments are given the mandate and power to ensure that EE&C are mainstreamed into their activities. | 01/20/2022 02:27:05 | |||
