Concrete coverage significantly detracts from the city's ability to address the increasing severity of climatic phenomena. Construction patterns produce heat islands and prevent natural infiltration. The more limited and depreciated the natural ecological infrastructure is, the more inadequate the services it produces will be. The CAP will therefore seek to improve local adaptation capacity using nature-based solutions that mitigate the damages and, at the same time, upgrade existing system services.For example, a Mediterranean rain garden was designed in an area of higher elevation between two streets. This garden includes a series of gravel channels and filtration ponds lined with native plants. The first pond works as a natural filter, catching sediment and debris as it settles to the bottom of the pond. The overflow runoff continues through the gravel channel, where it continues to be filtered, and into the second pond. In this larger pond, the stormwater infiltrates the soil and recharges the aquifer. To aid and accelerate this process, five holes were dug underground and into the aquifer.Apart from being of huge importance to strong resilience to climate change, the ecosystem and natural system have also benefited city life. We are working with other local authorities within the metropolitan to create a conference for an Urban Nature forum.01/20/2022 02:27:05

The Climate Change Act of 2009, also known as Republic Act 9729, provides the legal mandate for local governments to develop an LCCAP that is also parallel with the National Climate Change Action Plan. The GHG Management Plan is fundamental for local governments to contribute national efforts and policies on climate change.With the support of USAID’s SURGE Project, Legazpi City has conducted community- and entity level GHG inventory to guide low emission development strategies of the city.
