Three broad ecosystems are of environmental concern; 1) Forestland/Upland Ecosystem; 2) Urban Ecosystem; and 3) Coastal and Marine Ecosystem. Strategies are recommended for each, together with sectoral environmental programs for liquid and solid waste management and flood control and drainage.Mt. Kanlaon Natural Park and the North Negros Natural Park and other forestland areas have seriously deteriorated through many years of neglect, denudation of the forest areas, marginal agriculture and other unsustainable activities. As a consequence there has been a loss of biodiversity and bio prospecting. The latter involves the patenting of biological and genetic resources, their products and derivatives for commercial purposes.The rainfall pattern in the region is characterised by very heavy, short duration rainfall events. These events result in significant quantities of surface runoff, which will be collected and conveyed to the main drainage system through the development floodway’s, river and storm water drainage system. The 17 rivers and streams in the City have sharp falls from the mountains onto a wide gravel/alluvium plain. The major floodway will be incorporated into the proposals for greenways between the proposed villages for the main area of urban growth around the Poblacion. It is considered neither practical, nor necessary to design a storm water drainage system to cope with the maximum possible rainfall. A return period concept will apply, such that the system will be designed to allow overflows in high intensity rainfall periods, with minimum damage.
