In order to measure the City’s progress with meeting this agreement, the City conducted its first greenhouse gas inventory using a baseline year of 2005. In 2011, the City conducted a second inventory of municipal and community-wide sources using the baseline year of 2010. The 2010 inventory documented that the City of Dallas had achieved its goal of reducing greenhouse gas emissions by 7% below 1990 levels. An update for 2010-2015 is being pursued.The City manages emissions from City operations through its Environmental Management System (EMS). The EMS specifies a systematic way to manage environmental risks and reduce environmental impacts of City operations. As a result, the EMS has helped reduced emissions from city operations. Cities are leading the transition to a sustainable economy. In 2017 over 350 cities told CDP that they are working to reduce emissions in their own city operations. Cities are leading my example and changing the way that they operate.
