Dicho concepto obliga a ampliar la visión tradicional de la gestión ambiental, muchas veces acotada al manejo de áreas verdes, e incorpora temas como el cambio climático y el sector energético (este último identificado en el inventario nacional de Gases de Efecto Invernadero como el principal aportador de emisiones con un 68%), el cual representa un área de gran potencial para reducir impactos al ambiente y al planeta. El trabajo realizado por más de un año por las dependencias municipales con el acompañamiento del Banco Mundial, sirvieron de base para que la organización de Naciones Unidas, convocara en agosto del 2014 al municipio de León, para suscribir un acuerdo de entendimiento con la iniciativa Sustentabilidad Energética para todos, (un programa impulsado por el Secretario de la ONU Ban Ki-Moon y a cargo del Dr. Kandeh Yumkella comisionado especial de la ONU para impulsar este mecanismo que tiene por objetivos al 2030 lograr el acceso universal a energía moderna, duplicar la tasa de incorporación de eficiencia energética y de introducción de energías renovables.(21.132751°, -101.678184°)(23.634501°, -102.552784°)
