This panel team focused on strategies to best envision the future of Charlotte as an equitable, low carbon, and resilient city, by formalizing the concept of a Resilient Innovation District, as highlighted in the Strategic Energy Action Plan (SEAP), in partnership with the Comprehensive Plan and Unified Development Ordinance. As a next step, ULI will provide the City of Charlotte with a full report of findings from the TAP.

URBiNAT consists of a worldwide consortium of academic and business partners. Partners are contributing their innovative NBS experience deployed through an array of transdisciplinary knowledge,methodologies and tools, as nature-based solutions. This is supplmented by ‘smart’ digital tools, citizen engagement, solidarity and social economy initiatives, social innovation for value-generation, incubation for business development and capacity building. Finally, URBiNAT will develop business cases based on market potential. Through the development of solid business cases co-created with the engagement of local communities, URBiNAT will ensure long-term sustainability. OpportunitiesCollaboration6.2aPlease provide some key examples of how your city collaborates with business and/or industries in the table below.5Building and InfrastructureCapacity developmentSofia is a part of the European project BeSmart in partnership with Energy Efficiency Center EnEffect, Sustainable Energy Development Agency, Econoler SA, Municipal Energy Efficiency Network, Chamber of Commerce, Alliance for Energy Efficiency, Bulgarian Construction Chamber and other key players.Bulgaria is facing a serious challenge to radically transform its extremely grant-dependent energy efficiency support schemes, while at the same time preserving the speed and scope of the clean energy transition. This is especially valid for the residential sector, where the existing 100% grant mechanism for building renovation has to be quickly reformed into a sustainable financing scheme, at the same time targeting more ambitious energy targets and taking into account the overspread energy poverty. A similar situation is evidenced in the industry, where investments are usually prompted by operational programs offering up to 80% grants. Considering the principles of functioning of the EU Green Deal and the possibilities under the Recovery Package, innovative financial instruments have to be quickly designed and adopted in atransparent and inclusive way, significantly improving the leveraging effect of public resources, while at the same taking intoaccount for the limited investment capacities and purchasing power of the consumers. To address these policies and marketgaps, BeSmart aims to support smart financing implementation by setting up a permanent discussion forum, gathering central and local authorities, energy efficiency experts, the financial sector, ESCOs, homeowners, industry, construction, and SME sector representatives. The discussion forum and the 9 roundtables planned under the project are specifically designed to support new business models and utilize investment opportunities derived from the increased financing for energy efficiency and renewable energy at the EU level. They will gather and upscale existing best practices, support the development of national and local-level strategies, propose improvements in the national policy framework and implementation programs, develop the institutional and legal framework, and increase the transparency in the policy-making process, leading to the increased trust of the investors and better functioning of the market.

Depending on the topic and the opportunity that it presents for the relevant parties, the city engages in collaborations. For example, Operation Steenbreek is a nationally organized movement to encourage the greening of pavements. The municipality supports their intiative by granting subsidies to their citizens. For some waste, it is evaluated if it is cheaper/more effective to let a company separate recyclable waste instead of expecting citizens to do it themselves. The city collaborates with housing corporations to reach CO2 emission reduction goals. Housing corporation Vestia has built a seawater heat-cold plant that provides coastal neighbourhoods with housing warmth. For organic waste, Van Vliet Contrans processes garden waste from The Hague into compost and electricity for its waste trucks. For industrial CO2 emissions, OCAP pipe company, together with AgroEnergy and various greenhouse farm companies southeast of the city could be involved in a CO2 capturing/biomass energy project.

Auckland Council leads the co-development of the Auckland Plan – a 30 year strategy to deliver on its vision to be a world class city. Its implementation involves the investments and actions of many parties, in particular private providers and central government, to achieve the targets and actions outlined in this Plan. Partner organisations in the private sector, including developers, infrastructure and service providers, business organisations and institutions, to understand the imperatives, constraints and hurdles to be overcome in meeting Auckland’s growth challenge and tackling sustainability issues. Implementing the Plan hinges on all of the partners working together to align priorities and ensure the directives and targets in the Plan are realised. An example of Council’s collaborative approach is the Low Carbon Auckland Action Plan, which was developed in collaboration with over 150 businesses and organisations and launched by the mayor in July 2014. It provides a platform on which Council can engage organisations, citizens and businesses toward achieving a liveable and low carbon future. In 2014 Auckland Council established a dedicated strategic partnerships programme to grow collaboration and investment for Auckland between council and business, philanthropists, public funders and individuals to “realise Auckland’s potential”. Our aim is to build long term, values based relationships with a family of key partners to achieve Auckland's vision. Council also maintains strategic partnerships with the business sector via its memberships with the Sustainable Business Network and Sustainable Business Council. These organisations bring together the business community to create a sustainable future for business, society and the environment. Council engages and collaborates with key business partners to co-design, co-develop and co-fund targeted initiatives. During the development of the Auckland's Climate Plan there has been extensive collaboration with stakeholders and partners to develop the key moves within the plan.
