Culver City ranks in the top 10th percentile for traffic congestion in California, which increases GHG and particulate emissions. GHGs and particulate emissions are linked to asthma, and nearby communities have high rates of asthma. This project offers an opportunity to reduce traffic by providing a car-free regional link that commuters can use to bike or walk to work, and may reduce airborne pollutants. Expanding the existing bike path eastward along Ballona Creek would provide a connection to the Expo rail line.Ballona Creek's impervious surfaces along its eastern reaches increase the volume of water flowing through the Creek and concentrations of pollutants that enter Santa Monica Bay during rain events. Incorporating more infiltration opportunities can help filter out some of these pollutants as they enter the West Basin groundwater table. Infiltration and water storage projects may help reduce saltwater intrusion in the West Basin and Los Angeles' dependence on imported water sources. Possible environmental outcomes may include water capture and infiltration via green infrastructure, native planting and education for the local community, reduced pollutant loads (with an emphasis on wet flows), and reduced urban heat island effect. The cost has not yet been determined but is likely to be a multi-million dollar project. The City is currently reaching out to stakeholders (City of LA, Metro, LA County Flood Control, and US Army Corps of Engineers) to determine consensus on financing for the project. | 5000000

If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area' | 3 | Water management | Mesmer Dry Weather Diversion Project | Project structuring | Project partially funded and seeking additional funding | Centinela Creek is one of Ballona Creek's tributaries that drains approximately 9.83 square mile area (6,288 acres) of Culver City, Inglewood, Los Angeles, and the County of Los Angeles unincorporated areas. The Mesmer Low Flow Diversion Project (Project) will protect and improve water quality in Ballona Creek by capturing, diverting, and treating dry weather run-off in Centinela Creek. The Project will improve the downstream Ballona Creek and Estuary water quality by reducing bacteria levels. This will improve public health and the Ballona Creek and Estuary's beneficial uses during dry weather. Additionally, diverting dry weather flow from Centinela and Ballona Creeks to the Hyperion Water Reclamation Plant would provide a new supply source of water for increased recycled water production, offsetting demands on potable water. | 1300000

The EPO division received a grant from the California Department of Resources Recycling and Recovery (CalRecycle) for $500,000 to fund the program. Restaurants, grocery stores, and coffee shops will be able to donate their food to the City and the City will take the donated food to those in need. The City is currently working on developing the food donation program by meeting with businesses and donor recipients. If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area' | 1 | Buildings | Scoping | Project not funded and seeking full funding | The City would like to start with properties that are most vulnerable to our anticipated climate hazards as well as other vulnerability factors like aged buildings, occupants on fixed incomes or with existing medical conditions that may be exacerbated by their physical living environment. The program would focus on upgrading those properties first to ensure those communities, the ones most in need and likely to benefit from lower utility bills, cleaner indoor air quality and stronger resistance to flooding and extreme heat, are not left out of a more mainstream program. Ideally the City would hire an external partner or partners to co-design and then implement the program. The City would act as an adviser and co-implementer in the project but would not administer the funds or enroll participants. | 10000000 | 8000000

If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area' | 2 | Outdoor lighting | Pre-feasibility/impact assessment | Project not funded and seeking full funding | The City has thousands of non-LED lights and just completed a streetlight study master plan that referenced the need to upgrade existing fixtures to LEDs but did not lay out a pathway for how the City would achieve that goal. Some initial estimates of the cost to convert all fixtures to LEDs are as high as $80 million. The City believes that with proper structuring we can attract external financing to begin to upgrade LEDs in phases that will lead to a direct operational cost savings to the City. | 8000000 | 4000000

If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area' | 3 | Renewable energy | Scoping | Project not funded and seeking partial funding | Currently the City is working to evaluate the State regulatory context to better understand what options are available for the City to exercise increased control over our energy supply options and the options available to Evanston account holders. The City anticipates needing additional regulatory authority in order to make significant progress with non-residential account holders as it pertains to their supply of renewable energy. The primary mechanism that is used in other states is a robust version of community choice aggregation (CCA). The City does have a CCA but we are only allowed to include residential customers in that service and therefore it is very limited. It is also a short-term contract (3 years) which makes locking down long term reductions difficult. Depending on the approach used by the City its possible the cost could range from a few hundred thousand to a couple million to launch a community-wide all accounts included program. | 1000000 | 1000000

If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area' | 4 | Waste management | Project structuring | Project not funded and seeking partial funding | The City is interested in incentivizing/requiring all properties within the jurisdiction to compost and divert all organic material from the landfill. Ideally the City would roll-out a program in phases allowing for initial start up costs to be able to spread over multiple years to minimize any potential negative impact on individual account holders that may need to work to come up with the funds to comply. The City envisions a program where the City hires a commercial and residential service provider that conducts education as well as performs collection services. | 250000 | 200000 |
