The City recently completed an inventory of city-owned outdoor lights and is currently preparing a plan to convert these streetlights to efficient LED technology. The City may finance this through an energy savings performance contract or an equipment lease. In addition to significant energy savings, this project will also reduce operations & maintenance costs dramatically by extending the lifetime of the bulbs, streamlining and reducing the types of replacement stock needed to be kept on hand, and providing accurate and detailed accounting of location, condition, and type of each city-owned outdoor light. Project cost is a very high-level estimate.800000800000

Deploying rooftop solar on a flat roof is a relatively straightforward process, and is best done when the roof is new or nearly new. Many city facilities could benefit from renewable energy. However, the tax-exempt status of the city and the municipally-specific lower utility rates make payback very difficult to achieve.

If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area'1Renewable energySolar PPAsYesSolar power purchase agreementsFairfax County announced an exciting new clean energy initiative in December 2019, the largest solar power purchase agreement initiative by a local government in Virginia to date. In Fairfax County, three different teams of solar vendors have been selected to install solar panels at more than 100 county government, school and park sites. This initiative could potentially yield over $60 million in electricity cost avoidance over the terms of the contracts. Reinvesting the cost savings in energy efficiency and additional renewable energy opportunities will help generate further savings. In addition to cost avoidance, the solar PPA contracts offer significant environmental benefits. Over the contracts’ terms, approximately 1.73 million megawatt hours of clean renewable energy could potentially be delivered to Fairfax County facilities – an amount roughly equivalent to the electricity used by 213,680 homes in a single year. In terms of greenhouse gas reductions, the contracts have the potential to avoid the emission of more than 1.2 million metric tons of carbon dioxide equivalent, or an amount comparable to the emissions of 260,155 passenger vehicles over the course of one year. The contracts established by Fairfax County with the solar PPA vendors are rideable, allowing neighboring jurisdictions to take advantage of the competitive rates and reduce their own greenhouse gas emissions. Other jurisdictions are considering riding the contracts or establishing their own PPA contracts.

If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area'2Water managementWashington AqueductThe Washington Aqueduct produces drinking water for approximately one million citizens living, working, or visiting in the District of Columbia, Arlington County, Virginia, and other areas in northern Virginia to include portions of Fairfax County. A division of the Baltimore District, U.S. Army Corps of Engineers, the Aqueduct is a federally owned and operated public water supply agency that produces an average of 135 million gallons of water per day at two treatment plants located in the District of Columbia. All funding for operations, maintenance, and capital improvements comes from revenue generated by selling drinking water to the three jurisdictions. The Corps of Engineers designed, built, and, in 1859, began operating the Aqueduct. Since then, the Corps has substantially expanded and improved the capacity and function of the Aqueduct from its original mission of supplying raw river water to a sparsely populated District of Columbia to today’s mission of providing safe drinking water to a much larger and more populous service area. The mission of the Washington Aqueduct is to collect, purify, and pump an adequate supply of drinking water for its wholesale customers: DC Water, Arlington County, and Fairfax Water. Washington Aqueduct's vision is to be a leader in the water treatment and supply industry employing state of the art technology, highly-skilled and trained personnel, creative solutions and modern processes.Washington Aqueduct has approximately $1 billion in capital improvement needs to keep the water treatment plant , water supply tunnels, and other systems in a state of good repair, improve the treatment technologies to meet future water treatment needs and anticipated regulatory updates, and develop an off-Potomac River water storage site to provide for ongoing water supply if there is a disruption to the supply from the Potomac River. The District of Columbia also has identified a longer-term need for an independent second source of water supply to ensure the long-term, uninterrupted and ongoing supply of water to the District.

If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area'3TransportTransit ElectrificationBolstered by significant levels of federal and state funding, buses are one application where MDHV electrification has started making progress. In 2020, 15 states, including Maryland, and the District of Columbia announced a joint memorandum of understanding committing to work collaboratively to accelerate the market for electric MHDVs with the goal of ensuring that 100 percent of new MHDV sales be zero emissions by 2050, with an interim goal of 30 percent by 2030. Local transit agencies including the D.C. Circulator, Frederick County TransIT, Montgomery County’s RideOn and Alexandria’s DASH have deployed electric buses. Through a partnership with Dominion, Virginia localities including Arlington, Alexandria, Fairfax County and Prince William County, are deploying electric school buses as part of a plan to move Virginia towards all-electric school bus fleets by 2030. Metro is engaging in zero emission bus planning and designing bus garages as EV-ready. This is just a start and electric buses are not yet an affordable option without additional financial support. Significant infrastructure investments will be needed to support electrification of buses across the region.
