If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area'3TransportProject feasibilityProject not funded and seeking partial fundingLe Plan Vert climat de Cocody, adopte une approche intégrée du transport et de l’aménagement du territoire.

If your city does not have any relevant projects, please select 'No relevant projects' under 'Project Area'1Energy efficiency / retrofitBuilding retrofit programScopingProject partially funded and seeking additional fundingNoThe 2019-21 Financial Plan includes $50,000 for the development of the Building ElectrificationProgram. The City is in talks with a national organization to partner with several Central Coastcities to collaboratively develop a decarbonization retrofit program and to expand the technicaland financial resources available to the City for planning. Funding and financing forimplementation will be a substantial challenge and will include leveraging public programs throughMBCP, 3C-REN, PG&E, and SoCal Gas, identifying ways to enhance existing financingmechanisms such as Property Assessed Clean Energy, advocating for retrofit programs throughMBCP, and monitoring state programs for funding opportunities.Energy use in existing buildings will continue to contribute substantial amounts of greenhousegas emissions. The retrofit program study and proposed retrofit program will convene all relevantstakeholders, inventory existing building stock and energy use, and identify a program that willequitably and strategically achieve the community’s emissions reductions objectives. Theprogram will review potential policy measures, including adding renewable energy systems, replacing fossil fuel appliances with clean electric appliances, improving comfort and efficiency ofbuildings mechanical and lighting systems, and improving building envelopes. The City willconsider a wide range of implementation methods, including benchmarking or energy scorerequirements, potential ordinances, incentives, voluntary actions, education, and workforcedevelopment. The quantification for this action is included in Table 5.1 and Appendix B and shows one path toachieving the City’s targeted reduction, with roughly 60 percent of existing energy load in existingbuildings participating in some form. However, there are many paths to achieve the reductionspresented in this action and the development of the retrofit program should be tied to theemissions reduction outcomes while retaining flexibility in how they are achieved. While the development of a transformational program of this nature does not have many examplesto build from, it should be noted that the proposed parameters of the program are consistent withthe state’s 2019 Energy Retrofit Action Plan12, SB 350’s target of 50 percent increase in existingbuilding energy efficiency by 2035, the CPUC’s decision to open up the state’s $1 billion in energyefficiency funding for electrification measures, and the CPUC’s decision to invest $44 million inelectrification retrofit incentives and research in electrification retrofit programs
