Located on the southwest of the Anatolian part of the city, it is surrounded by the Marmara Sea on the west and south. Kadıköy is a particularly vulnerable district in Istanbul, due to its geographical position. The district is facing many types of disaster risks such as earthquakes, floods, and heatwaves due to its geographical location, natural assets, and dense urbanization. Local administrations should undertake very important tasks in all stages of the disaster management cycle. However, activities that are based on the sharing of information and resources at all levels should be carried out with the cooperation of local and central government as well as with the participation of non-governmental organizations, universities, and also neighborhood volunteers as first responders. Starting from this point of view, the project of “Increasing Social Resistance in the Climate Adaptation Process” was developed.BackgroundKadıköy made up of 21 neighborhoods, Kadıköy has 25 km2 land area with a population of 482.713 (2019). Kadıköy is a particularly vulnerable district in Istanbul, due to its geographical position and the local government is of the opinion that traditional hierarchical disaster response management is insufficient in the face of the gravity of the disaster scenarios faced by the city.Kadıköy district is facing many types of disaster risks such as earthquakes, floods, and heatwaves due to its geographical location, natural assets, and dense urbanization. Increased urbanization rates and lack of sufficient green spaces exacerbate both risks and effects of disasters. Local administrations should undertake very important tasks in all stages of the disaster management cycle. However, activities that are based on the sharing of information and resources at all levels should be carried out with the cooperation of local and central government as well as with the participation of non-governmental organizations, universities, and also neighborhood volunteers as first responders. In the meeting, the first results of the research activities that addressed the partners' PED concept and turning urban energy systems into smart and low carbon cities were shared; Two selected PED neighborhoods in Groningen were visited.Between September and December 2019, feasibility, efficiency and analysis studies were carried out to determine the place to be preferred as the PED area in our district. As a result of the studies carried out, the Kadıköy Municipality Marriage Office and Parking Lot were found suitable for solar and electricity generation. The electricity consumed by the Municipality totaled 8.2 million kWs in 2016. The said quantity corresponds to 0.02% of energy consumptions throughout the city.
