50173150AlbertaCanadaNorth AmericaCDP States and Regions, NRG4SD, The Climate GroupPublic5. StrategyEmissions reduction – Region-wide5.2bPlease provide the details of your region-wide base year intensity target(s). An intensity target is usually measured per capita or per unit GDP. You may add rows to provide the details of your sector-specific targets by selecting the relevant sector in the sector field.10Comments1Base year: N/A Base year emissions covered by target (metric tonnes CO2e): 123900000 Target gases: CO2, CH4, N20, HFCs, PFCs, SF6 Target sectors: Energy, Transport, Industry, Waste Does target include emissions from outside your regional boundary: No, target only applies for emissions within Alberta. Has a decarbonisation pathway(s) been modelled for your target: Preliminary analysis established by the Climate Leadership Plan. Short target summary: All emitters of 100,000 tonnes or more annually, require emissions intensity reduction from a product benchmark. Please detail and comment on any progress to reach target The average eight megatonnes per year reduction from the Specified Gas Emitters Regulation is expected to increase to 13 megatonnes per year after scheduled price and stringency increases in 2017 to 20 per cent reduction stringency and C$30 per tonne. The regulation allows compliance flexibility, where facilities can achieve compliance through onside reductions, emissions performance credits, carbon offset credits or payment into the Climate Change and Emissions Management Fund at a price set by government. As of March 2016, the regulations have achieved reductions of 69 megatonnes through operational changes and investing in Alberta's carbon-based offsets. Payment in the Climate Change and Emissions Management Fund is one compliance option for regulated facilities under the regulation. Since 2007, approximately $C740 million has been paid into the Climate Change and Emissions Management Fund. The money collected can be used to support initiatives and projects that reduce greenhouse gas emissions or improve Alberta's ability to adapt to climate change. Alberta has 32 carbon offset protocols established. Since the implementation of the Specified Gas Emitters Regulation, 42.9 megatonnes of emissions offsets have been serialized under these protocols.

Please detail and comment on any progress to reach target The Climate Leadership Plan released in November 2015 will lead to additional emission reductions of 50 Mt in 2030 (reductions from emissions forecasted by Environment and Climate Change Canada, Second Biennial Report on Climate Change). The Climate Leadership Plan is founded on establishing an economy-wide price on carbon. Two pricing mechanisms are currently being applied: (i) the carbon price on large emitters is applied at a price of C$30/tonne and (ii) the carbon levy on transportation and heating fuels is applied at a price of C$20/tonne. When fully implemented will cover 90 per cent of provincial emissions.

Short target summary: Oil sands emissions limit is a maximum of 100 Mt in any year to 2030, with some provisions for cogeneration and new upgrading. Please detail and comment on any progress to reach target Alberta remains within emissions limit (< 70 megatonnes). The annual emissions limit was jointly recommended to government by Canadian and international leaders in Alberta's oil sands industry and environmental organizations. Government has established a multi-stakeholder group with industry, environmental organizations, Indigenous communities and municipal communities on the implementation of the 100 Mt limit.
