Project components include a diversion structure constructed across the Elbow River, and a diversion channel excavated through the adjacent uplands to transport flood water into an off-stream storage reservoir. A bridge to carry Highway 22 over the proposed canal is required for the canal construction. The storage site includes an earthfill dam to temporarily contain the diverted flood water and a low level outlet structure incorporated into the dam to later release the stored water back into the Elbow River after the flood peak has passed. The relocation of Springbank road around the storage site is also part of this concept. • The project is to protect against a flood having a magnitude of at least the 2013 flood level. It can be assumed the Glenmore Reservoir will continue to be managed as effectively as it was during the 2013 flood. The SR1 flood attenuation reservoir is to include a permanent storage component to be used for environmental purposes, and/or as an emergency water supply source for the City of Calgary. • The system will be operated and maintained by Alberta Environment and Parks (AEP).

A Climate Change Coordinator from the community was hired in October of 2017, to coordinate project components in partnership with The Rockies Institute. Project components include: • Community education and information sessions on climate change and local impacts, which are two-way information sharing sessions that will inform an assessment of vulnerabilities and community adaptation planning. • Adaptation planning involving community members including staff and Elders, as well as local and international adaptation experts of various disciplines. • Learning Journey – The Art of Climate Change Project: A local Blackfoot artist is working with a group of Kainai youth between the ages of 16-21, to engage the youth in learning about climate change from traditional and western science perspectives and to share their perspectives through art. • Traditional Plant Youth and Elders Knowledge Gathering: A botanist is working with Elders and youth in the community to survey and document information on traditionally-important plants. This is also an opportunity for knowledge sharing between Elders and youth.

Please explain the reasoning behind your response.2Explanation1Climate change impacts on businessesClimate change is anticipated to result in more frequent and severe weather events, which can have significant impacts for the province. Between 1983 and 2008, Alberta averaged around $100 million a year in catastrophic losses. But from 2009 through 2012, Alberta averaged $673 million a year in insured losses from natural catastrophes. Notably, Alberta's 2013 floods had an overall economic cost estimated at over $6 billion and insured losses at $1.72 billion. Approximately $5.1 million hours of work were lost due to the flooding over this period, resulting in $485 million of lost economic output by the private sector. Over the course of five weeks, the Fort McMurray fires impacted 589,000 hectares of land in and around the region and 1,958 structures were lost or damaged. The Insurance Bureau of Canada estimates the May 2016 Wood Buffalo wildfire to be the costliest insured natural disaster in Canadian history. The total financial and economic impact is estimated at almost $8.8 billion.
