GovernanceRegional planning2.1Please describe the process by which your regional government reviews its progress and manages overall responsibility for climate change.0The ACT response to climate change is outlined under the Climate Change and Greenhouse Gas Reduction Act 2010 and the climate change strategy and action plan AP2 (2012). Emission reduction targets under the Act include 40% of 1990 levels by 2020 and a target of peaking per capita emissions by 2013 which was achieved in 2011. Currently the Act is being updated with additional interim emission reduction targets as follows; greenhouse gas emissions reductions of 50-60% by 2025; 65-75% by 2030; 90-95% by 2040 and net zero emissions by 2045. The Act also provides for ongoing emissions reporting and monitoring of the ACT's progress towards the targets. The ACT Government has released an annual inventory of greenhouse gases produced by the Territory since 1998, calculating emissions back to a 1990 base year. AP2 details the pathway and actions the ACT will take to achieve its greenhouse gas reduction targets. The ACT Climate Change Adaptation Strategy – Living with a Warming Climate 2016, outlines a range of policies, programs and practices across emergency services, community, infrastructure, water and the natural environment. Released in August 2016 the strategy focuses on disaster preparation and investment in sustainable infrastructure to help Canberra adapt to climate change.

The ACT Planning Strategy includes specific sustainability goals and targets. Each master plan is required to be consistent with these higher order plans. The ACT’s Statement of Ambition was released in 2016 which commits to diversifying the economy and growing sustainably as a city, including through light rail and urban densification. During 2018 the major strategic planning policy and transport planning policy documents are being reviewed with one of the key objectives being to ensure sustainability and climate change measures are consistent. Targets set in the transport sector for mode share will reflect actions required to meet emission reductions in that sector.

All wind projects supported by the ACT will be managed by asset and operations centres located in Canberra and developer’s preference ACT based businesses when awarding contracts for construction. In addition to the $12 million Renewable Energy Innovation Fund, the wind auctions have supported the development of the Renewable Energy Skills Centre of Excellence and a planned microgrid at the Canberra Institute of Technology, and additional monies being put towards the design and delivery of programs at the Australian National University—with a key focus on energy storage integration. The Next Generation Energy Storage Program includes a focus on data collection—with 1-5 minute interval data being collected on a range of points from 5,000 installed systems. This data will be provided to researchers and businesses working to solve key issues in the integration of battery storage in a high-penetration renewables grid.

This project will expand on the service provided in Stage 1, between Gungahlin and Canberra City. Feedback from consultation will be included as a critical input to the business plan to be considered by the ACT Government. The business case will consider the precise route, the procurement approach, detailed costs estimates, benefits, economic analysis and other matters.
