The California Natural Resources Agency’s Regional Forest and Fire Capacity Program seeks to increase regional capacity to prioritize, develop, and implement projects that improve forest health and fire resilience, facilitate greenhouse gas emissions reductions, and increase carbon sequestration in forests throughout California. The Watershed Coordinator Grant Program provided grants to support local watershed coordinators that facilitate collaborative efforts to improve and sustain the health of California's watersheds.

This program helps young people gain skills and experience for future conservation-related careers while enhancing ecosystem health and recreation opportunities in forests. Additionally, one goal of the Wood Utilization Working Group of the Governor’s Forest Management Task Force is to work with the relevant state agencies and local workforce development boards to develop programs in forest thinning and biomass processing in areas where there is inadequate labour capacity to support such activities. The CAL FIRE Forest Health program is working with California Community Colleges to create a certificate for machinery operators that will work to complete forest health treatments.

Forest | Current state | 8.2 | Please select the current drivers of deforestation and/or forest degradation within your region. | 3 | Comments | 1 | Current drivers of deforestation and/or forest degradation | California’s forests, wildlands and adjacent communities have seen significant impacts associated with climate change over the past eight years, including the largest and deadliest in the history of the State, an increase in the size of high severity patches within large fires, and unprecedented tree mortality. Most California forest types evolved with relatively frequent, typically low-intensity fire as an ecosystem process that provided forest resilience and renewal. Loss of traditional Native American fire use practices coupled with the introduction of fire suppression policies in the early in the 20th century has greatly reduced the role of fire in the natural ecological process, which coupled with and significant reduction of mechanical management tools has resulted in in overstocked and unhealthy forest conditions prone to disease and severe wildfires. Catastrophic wildfire and tree mortality, among other threats, threaten accelerating loss of infrastructure, life, habitat, and property; and permanent post-fire conversion of forest to other land types such as grassland or chaparral. In addition to this, expansion and encroachment of human settlements and infrastructure continue to impact forested systems around the state. The annual deforestation rate was calculated using changes from 2007 to 2017.

| 582 | 72901 | California | 8. Forest | Forest policy and implementation | 8.8a | Please provide details of your policies on deforestation and/or forest degradation. | 6 | Policy description and region’s role in its enforcement | 1 | The Forest Practice Act (FPA) requires landowners to complete and receive CAL FIRE approval for a Timber Harvesting Plan (THP) prior to most forest management efforts. This CEQA-equivalent document takes into consideration stream course protection, risk to wildlife and habitat, fire protection, water quality issues, and sustainable forest yield, among other factors. As part of the regulatory process, a THP is submitted to, and must be reviewed by CAL FIRE (the lead agency), the Department of Fish and Wildlife, the Regional Water Quality Control Board, and the California Geological Survey. The Nonindustrial Timber Management Plan and the more recent Working Forest Management Plan program, enacted through AB 904, (Chesbro, Chapter 648, Statutes of 2013), revised the FPA to help reduce regulatory costs for landowners in the long term. | |||
