62172901California8. ForestForest policy and implementation8.8aPlease provide details of your policies on deforestation and/or forest degradation.6Policy description and region’s role in its enforcement4Executive Order B-52-18 was issued by Governor Jerry Brown in May 2018 to increase California’s resilience to wildfire and other climate, improve forest health and management, address extensive tree mortality, and increase forests’ capacity for long-term carbon sequestration and storage. It calls for doubling the scale of annual forest health treatments, including prescribed fires, mechanical thinning, and reforestation, from 250,000 to 500,000 acres per year. The EO also created a Forest Management Task Force, which is working to implement the executive order.

Funds used for landscape scale forest health projects are to be allocated for removal of small diameter material that may be used to manufacture wood products, for multi-benefit projects, and for activities on National Forest lands to increase tree stand heterogeneity, create forest openings of less than one acre, and increase average tree stand diameter of residual trees.

64772901California8. ForestForest policy and implementation8.8aPlease provide details of your policies on deforestation and/or forest degradation.6Policy description and region’s role in its enforcement6Assembly Bill 1492 directs the Timber Regulation and Forest Restoration Program to develop a statewide ecological performance measures approach as an accountability measure for the multiple State programs that regulate timber management on nonfederal forestlands. Harnessing data from existing monitoring programs across State and Federal resource agencies, the intent is to establish a spatially explicit, consistent monitoring approach to track forest ecosystem condition over time at a regional scale. Additionally, AB 1492 established the Timber Regulation and Forest Restoration Fund to finance the timber harvest regulatory programs at state agencies and a grants program for forest restoration. These funds are generated by a one percent assessment on lumber and wood products sold at the retail level in California. CAL FIRE, the Department of Fish and Wildlife, and the State Water Board currently administer forest restoration grant programs using these funds. These funds also are supporting enhancements to the reforestation seed bank and the re-establishment of reforestation seedling production at CAL FIRE’s L.A. Moran Reforestation Center, located in Davis, California.

65072901California8. ForestForest policy and implementation8.9aPlease provide the details of the global initiatives or conventions your region participates in or endorses.2Please describe your region’s involvement1The Governors’ Climate and Forests Task Force (GCF) is a subnational partnership aimed at designing jurisdiction-wide programs that reduce deforestation, benefit local communities, and protect the climate. The GCF commenced in 2008–2009, and now includes 38 states and provinces from around the world including Brazil, Colombia, Ecuador, Indonesia, Ivory Coast, México, Nigeria, Peru, Spain, and the United States. A majority of its members are also signatories of the Under2 MOU. In 2018, California and the Mexican states of Campeche, Quintana Roo, and Yucatan, cohosted the 10th Annual Meeting of the GCF in San Francisco. CARB continues to engage in discussions with governmental agencies outside of California to share information and experiences about the design of programs aimed to reduce emissions from deforestation and forest degradation, and to evaluate whether and how such programs could potentially be included in California's Cap and Trade Regulation in the future. In September 2018, CARB released a draft California Tropical Forest Standard, which specifies criteria to assess jurisdictional sector-based offset crediting programs that reduce emissions from tropical deforestation for immediate use by jurisdictions across the globe that are taking action to reduce GHG emissions from tropical deforestation as well as potential future inclusion within a Cap-and-Trade Program. While CARB did not adopt the draft California Forest Standard in its December 2018 public hearing, the Board plans to consider the item in 2019. CARB will continue to coordinate and exchange information with GCF partners in 2019.
