Governance2.1Describe how your region integrates climate-related actions (goals, targets and/or strategies) into its master planning.4Please explain1The incorporation of the reduction of GHG emissions and adaptation measures to climate change impacts into the public planning and strategies of the region is carried out through the process of environmental evaluation of plans, programs (EEA) and impact assessment of projects (EIA); participation with climate change European finance projects with other public and private stakeholders and collaborate and coordinate public policies on the framework of Interdepartmental Commission on Climate Change with other Department planners by Government of Catalonia. There is a legal requirement to incorporate the carbon footprint and the adaptation to climate change in planning. It is the Law 21/2013, of 9thDecember, of environmental assessment and the Law 16/2017, of 1st August, on Climate Change. The EEA and EIA evaluates the carbon footprint of the development of sectorial plans and projects (energy, transport, food and agriculture, waste management, industrial, housing, land use planning, tourism… ) and the impacts of climate change on plans and projects ( water supply, public health, environment, biodiversity, forest, tourism, emergency plans, food and agriculture, coast planning …). The quantitative evaluation of emissions is made using the calculation tools and guides that the Office has developed specifically for the calculation of emissions. http://canviclimatic.gencat.cat/en/ambits/planejament_urbanistic/index.html The environmental assessment process is favourable if the plan raises measures to reduce GHG emissions in the fields of energy consumption in residential, commercial and industrial sectors; in the saving of water and reduction of consumption of resources; in the field of improvement of public transport and renovation of vehicles or the promotion of electric vehicles; or in forest management. The process is carried out with a period of consultations with all the affected public administrations and promoters of the plan. All territorial, sectorial plans and projects approved by the Government include an assessment of GHG emissions and evaluation of climate change impacts and this issue is one of the aspects assessed in the Strategic and Impact Environmental Assessment. The number of plans informed for the 2007-2014 period is 123 plans (voluntary period prior to the Law); 2015-2019 period are 189 urban and sectoral plans and 22 projects.

Please explain how.4Please explain1Law 16/2017, of August 1, on climate change, aims the participation of local authorities in planning climate policies and sectoral action plans of departments. Also, the Government has to promote that non touristic municipalities integrate mitigation and adaptation to climate change, for which they must give them assistance. During 2013 and 2014 years, the Government of Catalonia published two calls for grants to local councils and local authorities to develop adaptation local plans for climate change. Thus, 16 town councils received more than 60.000€ for the implementation of local adaptation plans. During the year 2019, the Government has developed the administrative process by the ORDER TES / 169/2018, of October 4, which approves the regulatory bases of subsidies for local governments for develop mitigation and adaptation actions and the budget for the calls 2019 and 2020 will be 1M €. Also, Government published the Plan of Works and Services of Catalonia (PUOSC) aims to finance investments in local works and services aimed at these beneficiaries: city councils, decentralized municipal entities and local councils. The call for the period 2020-2024 is financed by contributions from the Department of the Presidency of the Generalitat of Catalonia with an amount of 250 million €. The investments that are subsidized include actions for the improvement and efficient management of the municipality's resources and those for the prevention of natural risks.

Heavy storms fell in a few hours and caused chaotic situations in Cambrils, Montblanc and Espluga de Francolí. One person has died and four others are still missing in La Conca de Barberà. Overflowing streams, floods, a winery and a restaurant swallowed by rain, as well as major damage in several municipalities of La Conca de Barberà and the Costa Dorada are some of the devastating effects of these floods. (This action also is taken to reduce the impacts: Increased risk to infrastructure, Increased risk to livelihood security, Loss of traditional jobs, Population displacement)
