114224831431Cornwall CouncilUnited Kingdom of Great Britain and Northern IrelandEuropeEmissions Reduction5.0bPlease provide details of your total fixed level target(s).12Please describe your target. If your country has an NDC and your city’s target is less ambitious than the NDC, please explain why.1Cornwall Council declared a climate emergency on 22 January 2019, calling for the development of an action plan that would set out the steps required for Cornwall to strive to become carbon neutral by 2030. In developing the report, the Council undertook a greenhouse gas inventory that highlighted Cornwall’s key emitting sectors and engaged with key stakeholders including over 3,000 residents, schools, town and parish councils. Alongside the inventory we commissioned the University of Exeter to carry out 2030 and 2050 scenario modelling which identified solutions to high emitting sectors and the potential timescales for reaching carbon neutrality; this evidence-based approach set the focus and framework for the subsequent action plan development.
114225831431Cornwall CouncilUnited Kingdom of Great Britain and Northern IrelandEuropeEmissions Reduction5.1Please describe how the target(s) reported above align with the global 1.5 - 2 °C pathway set out in the Paris agreement.0Cornwall and the Isles of Scilly has always had a strong history of partnership working and the Leadership Board provides the genuine collective leadership that will be required to deliver the systems based approach needed to combat climate change and deliver the emerging priorities within the action plan. We will need to work in partnership with our communities, businesses and Government, through our existing devolution deal and emerging asks in New Frontiers, to sufficiently reduce carbon within a timescale which is consistent with an ambition to restrain Global Warming to 1.5°C.The Committee on Climate Change recently reported that for the UK to reach ‘carbon net zero’ by 2050, there will have to be a quadrupling of low carbon electricity, major scale carbon capture and storage, and a fifth of our agricultural land must shift to alternative use. All of this would need to be matched by accelerated afforestation and habitat restoration as well as a strategic overview of how the communities in Cornwall and the Isles of Scilly will function and enable a carbon neutral future.
114226831431Cornwall CouncilUnited Kingdom of Great Britain and Northern IrelandEuropeEmissions Reduction5.2Is your city-wide emissions reduction target(s) conditional on the success of an externality or component of policy outside of your control?0Yes
114227831431Cornwall CouncilUnited Kingdom of Great Britain and Northern IrelandEuropeEmissions Reduction5.2aPlease identify and describe the conditional components of your city-wide emissions reduction target(s).0The evidence available shows that the scale of change is unprecedented. Global and national system change will be needed to support local system change. Our emergent programmes are related to the degree of control and influence the Council directly has and our overt acknowledgement that partnership working across Cornwall and the UK will be essential for us to address this challenge: Cornwall Council’s Operational programme – actions in the Council’s direct control Cornwall’s Facilitation Programme – the Council’s role as a partner and facilitator in Cornwall Cornwall’s Regional and National Programme – the Council’s role to work with other neighbouring and UK local authorities as well as our request of Government for support.
114228831431Cornwall CouncilUnited Kingdom of Great Britain and Northern IrelandEuropeEmissions Reduction5.3Does your city-wide emissions reduction target(s) account for the use of transferable emissions units?0Do not know
