In this way, we will avoid the previous traditional financing from the public sector and enable the private sector investments, against certain benefits. To that effect, we will single out ecosystem services related to flood protection and protection against soil erosion, which is directly related to climate change and healthy ecosystems, and represent essential protection against some of the most extreme impacts. For these reasons, it is necessary to have a comprehensive and integrated approach to the preservation and improvement of ecosystems, and "goods and services" they provide. The particularity of considering the financial framework is related to the analysis of costs and benefits of pre-defined measures. Sometimes new and unplanned costs arise in the process of implementing measures, e.g. for construction or maintenance. Likewise, it is possible to cause unplanned maintenance costs in other infrastructure systems by a measure's implementation. On the other part, as a result of prevention, costs can be estimated too high.
