The support scheme has been developed on the basis of a similar scheme used in Oslo and is very near implementation. It is a one-off scheme, but it could be extended if desired.

This means that is is the municipalities that shall supervise that the ban is complied with, and process any applications of exceptions to the regulation,It is obvious that the regulatiobn which was established in 2018 has had a effect on emissions from stationary energy. From 2018 to 2019, emissions from fossil oil used in heating were reduced from 16 896,9 to 8 221,6 tons CO2. Although the ban does not come into effect before 2020, many have started the transition already.

The main objective is to ensure that the growth in passenter transport is absorbed by public transport, cycling and walking, rather than with car use. Toll fees are used to achieve the zero growth target for car use. The revenues were used to help finance the initiatives in the urban growth agreement, such as better accessibility for public transport and and working to increase in the share of the population in Bergen using a bicycle.As part of the agreeement, Bergen established 15 new toll stations that came into operation in 2019. An evaluation of the effect of the new toll stations estimated that they had lead to a decrease in car use of approximately 3 per cent in 2019.
