Geographically Riga located in the centre of the Baltic State region, and it is the largest city in the Baltics and the third largest city (after St. Petersburg and Stockholm) in the entire Baltic Sea region. The area of the city is 304,05 km2. It is divided into 58 neighbourhoods. The terrain of Riga is mostly flat and gently sloping, and its relative height is 1-11 m above the sea level.The climate of Riga is determined by the moderate latitude air masses of the Atlantic Ocean connected with the active cyclonic action; therefore, it is often cloudy and with precipitations in the city. Summers in Riga are moderately warm (average temperature in summer months does not exceed 20 °C) and winter months are also relatively warm (average temperature in winter months is not lower than 0 °C).33% of total population of Latvia lives in Riga. At the beginning of 2020, 621,120 thousand people lived in Riga and at the beginning of 2021, 614,618 thousand people lived in Riga. In recent years the ethnic composition of the population in Riga has not changed significantly. The proportion of nationalities in Riga in 2021 – Latvians 47,2%, Russians 36,0%, Belarussians 3,6%, Ukrainians 3,5%, Poles 1,7%, other 8,0%. The greater part of Latvia`s commercial activity is concentrated in Riga: those working here create more than half of Latvia`s GDP and unemployment is the lowest in the country. The main sectors of the economy of the city are trade, transport and logistics, industry, professional, technical, and scientific services, transactions with real estate, information and communication services, insurance, and financial intermediation. Riga is a city with a unique cultural and historical heritage – the Historic Centre of Riga has been included in the UNESCO World Heritage List and is remarkable with its unparalleled Art Nouveau architecture. The most positive aspects of life quality in Riga are good housing at affordable price, low noise level, availability of general education, availability of cultural events, accessible public transport, cleanliness in the city, accessibility of green area (parks, boulevards, squares) and low crime rate/security in the city.An advantageous geographical location, able-bodied and highly skilled professionals, relatively low costs of doing business and increasing indicators of efficiency, European culture together with an understanding of the business environment of Eastern neighbours – these are preconditions for promoting the development not only of local business in Riga, but also for attracting foreign investors. Primarily the spatial development of the city of Riga is planned according to the development model of a compact city by using current, already built territorial resources and/or territorial resources adjacent to centre as effectively as possible. At the same time, special attention is paid to localities and their functional centres. In developing new areas where there is no building, the priority is to improve degraded territories, thereby ensuring a territorially balanced development of the city.The municipality of Riga is governed by a legislature of city councillors who adopt decisions by the council, municipal rules, the city budget, and the executive, which carries out these decisions and ensures the functioning of the municipality. Eligible voters in the city elect the Riga City councillors every four years in municipal elections. To carry out certain municipal functions, the Riga City Council forms commissions.
