We will build better than the law requires and aim for zero or plus energy buildings. The energy consumption of existing buildings in the municipality group will be halved in the case of complete renovations. The building stock as a whole will reduce energy use by 20% by 2030.In order to achieve the targets, the municipal group will work continuously on energy efficiency measures. The measures shall be selected and planned taking into account primary energy use, climate impact and environmental impact in a broader perspective. The right energy must be used in the right place. Building energy efficiently when we build new buildings is key to our success, but existing buildings also need to improve their energy efficiency. In addition to technical measures, behavioural change is also needed. As a property owner, the Group must make it easier for its tenants to reduce their energy consumption. Electricity grid losses and district heating losses must be minimised. Expansion of district heating and cooling and solutions for optimised use are important areas for development. Demand flexibility solutions and smart electricity grids that enable reduced peak loads and energy use will be developed. | Finance secured | Local | Question not applicable | Question not applicable | Question not applicable | Question not applicable | Question not applicable | |||||||||
| 5249 | Cities 2021 | 862468 | Borlänge kommun | Sweden | Europe | 5. Emissions Reduction | Mitigation Actions | 5 | Buildings > On-site renewable energy generation | Develop solar energy | Development and implementation of action plan; Sustainable public procurement; Capacity building and training activities; Infrastructure development; Stakeholder engagement | Scoping | 2021 | 2030 | Enhanced resilience; Improved resource security (e.g. food, water, energy); Economic growth; Reduced GHG emissions; Improved resource efficiency (e.g. food, water, energy) | All building areas of the Borlänge Municipal Group that have good conditions, or other suitable areas, will be used for solar energy production in 2030. This means that the Borlänge Municipal Group will have at least 5 MW installed capacity of solar cells in 2030. The municipality group's walls and roofs with good conditions will be used for energy production using solar cells. The municipal group will also promote the installation of solar cells on existing buildings in Borlänge, in new buildings and in suitable locations in solar parks. In Borlänge it will be easy to contribute small-scale energy production to the electricity grid. | Pre-feasibility study status | Local | Question not applicable | Question not applicable | Question not applicable | Question not applicable | Question not applicable | |||||||||
| 5250 | Cities 2021 | 862468 | Borlänge kommun | Sweden | Europe | 5. Emissions Reduction | Mitigation Actions | 6 | Buildings > Switching to low-carbon fuels | Reducing fossil materials in the CHP plant | Capacity building and training activities; Stakeholder engagement; Education; Sustainable public procurement; Development and implementation of action plan; Financial mechanism; Infrastructure development; Policy and regulation | Scoping | 2022 | 2030 | 20000 | Projected lifetime | The municipal group will work to reduce the combustion of plastics in the combined heat and power plant by at least 50% by 2030. Waste incineration must be based on waste that is not suitable for anything other than energy recovery or needs to be incinerated to detoxify society. Developed and widespread climate responsibility, as well as the shift to a circular economy and greater responsibility for waste - locally, regionally and in the EU - means that waste streams to incineration will be reduced. Borlänge's role in this development is to be a driving force and to contribute to the changes in the energy system required for the transition. This means exploring new development paths, such as solar thermal, geothermal, thermal storage, low temperature systems, CCS and Bio-CCS.In the shorter term, the climate impact of today's district heating needs to be reduced and therefore reducing plastic combustion is a priority. Improved recycling and separation of plastics from waste are key issues for success. Efforts to influence plastic flows upstream are needed, as well as cooperation, instruments and measures at different levels, including beyond the local and regional level. | Pre-feasibility study status | Local | Question not applicable | Question not applicable | Question not applicable | Question not applicable | Question not applicable |
