116656840425Skövde kommunSwedenEurope4. City-wide Emissions4.8Please indicate if your city-wide emissions have increased, decreased, or stayed the same since your last emissions inventory, and describe why.3Please explain and quantify changes in emissions1Please explainThere are two reasons why emissions have increased.1. Direct emissions have increased from our cement factory as a direct result of increased demand for their products.2. We have added a new data set for indirect emissions from the use of grid-supplied electricity, heat, steam and/or cooling.

116676840425Skövde kommunSwedenEurope5. Emissions Reduction5.0bPlease provide details of your total fixed level target(s).15Please describe your target. If your country has an NDC and your city’s target is less ambitious than the NDC, please explain why.12050 Skövde will not contribute to net greenhouse gas emissions to the atmosphere.Today the Swedish national target is to reduce the occuring emissions och green house gases by 85% 2045 from base year 1990. But when our goal was set the national target was set to 2050. To align our goal to the national target we also choose 2050 for our target year. But when the national target was set we did not change our target year. Also the reduction target exludes about 85% of all emissions occuring within the municipality.

An intensity target is usually measured per capita or per unit GDP. If you have an absolute emissions reduction target, please select “Base year emissions (absolute) target” in question 5.0.18Please describe your target. If your country has an NDC and your city’s target is less ambitious than the NDC, please explain why.1Emissions of greenhouse gases from Skövde by 2020 should be 40 percent lower than the 1990 emissions per capita.Emissions från industry, agriculture, product use and waste are not included in the reduction target. therefor the reduction target exludes about 85% of all emissions occuring within the municipality.
116696840425Skövde kommunSwedenEurope5. Emissions Reduction5.2Is your city-wide emissions reduction target(s) conditional on the success of an externality or component of policy outside of your control?0Yes
116697840425Skövde kommunSwedenEurope5. Emissions Reduction5.2aPlease identify and describe the conditional components of your city-wide emissions reduction target(s).0We can not force the population to change to emission free transportation or heating of houses, we can only create the right conditions for change to happen. Adoption of emissions free transportation is reliant on innovation in technology as well as infrastructure development. This is in large part outside of the municipality’s control. We can only control emissons from our own orginasation and indirect emissons our orginasation contributes to. We are also dependent on national instruments for the transition to a carbon free sociaty.
116698840425Skövde kommunSwedenEurope5. Emissions Reduction5.3Does your city-wide emissions reduction target(s) account for the use of transferable emissions units?0No
116699840425Skövde kommunSwedenEurope5. Emissions Reduction5.4Describe the anticipated outcomes of the most impactful mitigation actions your city is currently undertaking; the total cost of the action and how much is being funded by the local government.1Mitigation action1Buildings > Energy efficiency/ retrofit measures
