12136959572District of Saanich, BCCanadaNorth America2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city1Housing costs have risen significantly and are resulting in housing affordability issues and a struggle to attract certain employees or trades people. This can result in difficulty achieving development that addresses climate adaptation measures if there are additional cost, particularly if their requirement is not legislated and there is also a desire for the development to address climate mitigation. Housing affordability also impacts the ability of homeowners/building owners to upgrade and retrofit for climate adaptation. Homeowners experiencing energy poverty and the District's homeless population are also more vulnerable to extreme weather events such as heat waves.
12137059572District of Saanich, BCCanadaNorth America2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city2Those most impacted by climate change are often those less likely to be engaged or have time to be involved in planning for adaptation. Also, may be less likely to have the resources to increase their resiliency to climate change.
12137159572District of Saanich, BCCanadaNorth America2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city3Corporately, we have considerable aging infrastructure - this is both a challenge and an opportunity. Through the need to upgrade our infrastructure we can address adaptation in core infrastructure budgets and spending. However, it also means that there are considerable resources required to address our upgrade needs as a municipality, which means any additional capital costs associated with adaptation may limit our ability to complete as many projects as we wish in a certain timeframe.
12137259572District of Saanich, BCCanadaNorth America2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city4Data collection is necessary for developing actions as well as monitoring progress - but it is costly and often restricted based on privacy, private sector ownership etc.
12137359572District of Saanich, BCCanadaNorth America2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city5While the District recognizes the value of investing in climate adaptation measures, competing priorities, ageing facilities and infrastructure and a desire to limit property tax increases, mean that budgets do not always cover climate adaptation work.
12137459572District of Saanich, BCCanadaNorth America2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city6In the absence of current major climate change impacts on our community, community engagement is critical in raising awareness of our vulnerability and risk to future climate and sea level rise projections. Public understanding and support is crucial to achieving funding support for projects at the municipality and for individuals and businesses to act on climate adaptation.
12137559572District of Saanich, BCCanadaNorth America2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city7There is strong and ongoing support for effective and urgent climate action at the staff and elected leadership levels in our District.
12137659572District of Saanich, BCCanadaNorth America2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city8The high % of renewable energy generated by our provincial electricity utility (and financial benefits from economies of scale) means there are limited grants (provincial and federal) for localized renewable electricity generation. Localized renewable energy generation and storage can be a valuable adaptation strategy, particularly as it relates to emergency shelter and services facilities. The lack of grants/funding can limit the ability for projects to proceed.
