Adaptation3.0Please describe the main actions you are taking to reduce the risk to, and vulnerability of, your city’s infrastructure, services, citizens, and businesses from climate change as identified in the Climate Hazards section.8Action description and implementation progress1Kansas City has an Emergency Operations Plan and has had an Emergency Operations Center for many years. This plan contains Hazard Specific Response Plans for Flooding. The purpose of this Hazard Specific Response Plan (HSRP) is to provide guidelines to preserve life, health, safety, and property through the implementation of quick and efficient operations during a flood incident. The Action Plan establishes polices to guide local emergency personnel in making decisions related to flooding, and general procedures to guide flood operations. When flooding occurs or is expected to occur, in addition to the National Weather Service warning, KCMO implements emergency operations at our Emergency Operations Center (EOC). KCMO utilizes USGS flood gauges, 311 calls, and drone footage to determine where to barricade streets. Emergency alerts and road closures are sent through AlertKC, the City's Community Information Service (https://www.kcmo.gov/talk-to-us/hear-from-us/alertkc/) in whatever form a citizen has subscribed to.

This plan contains Hazard Specific Response Plans for Heat Operations. The Hazard Specific Response Plan establishes guidelines for operations related to heat waves. It outlines the overall manner in which an emergency or disaster will be managed by the City, including procedures to analyze the emergency situation, and to respond quickly, appropriately and effectively. The KC Health Department (KCHD) is responsible for public health related issues. This includes monitoring heat related incidents. The KCHD includes several specialized divisions including:a. The Division of Communicable Disease Prevention and Public Health Preparedness: which is responsible for collecting information and reporting on heat related illness and death from medical transport, hospital emergency rooms and the Jackson County Medical Examiner’s office.b. The Division of Maternal Child Community Health Education and Health Communication: which provides public education and outreach concerning heat; coordinates with state, regional and local entities (including non-governmental organizations) to ensure the dissemination of heat related information; preparing official public information releases for the media. The Office of Emergency Management (OEM) coordinates with the KCHD regarding extreme heat conditions; assists in planning for such events; and during Heat Emergencies coordinates emergency operations in accordance with the Local Emergency Operations Plan. As part of this plan, KC Parks opens community centers and pools to the public to act as cooling centers. KC Water may distribute bottled water at cooling centers and postpone water shutoffs during extreme heat events.

This plan is being developed concurrently with an update to the City's Comprehensive Plan. Through an equity centered approach, the plan will be developed from the bottom up, focusing engagement activities to the most climate vulnerable communities. Feedback received will be used to inform the Comprehensive Plan and the City's Emergency Operations Plan. Kansas City is currently operating under the recently adopted Regional CRVA. This document will inform creation of the city-wide CRVA.

Brendle Group brought on a local equity consultant, Sophic Solutions, to assist with engagement and center the plan in equity. With input from the City, two local climate justice workers and a climate intern were brought on board to assist with community outreach and engagement. The idea is to work from the neighborhood level up, while aligning the plan with Kansas City's 2008 Climate Protection Plan and the recently adopted regional Climate Action Plan. The outreach is broken into 4 phases: Phase 1-Listen & Learn: Focus on understanding the context in which the plan is taking place, including racial disparities, socioeconomic conditions, community vulnerabilities, political and regulatory landscape, and previous climate mitigation and resiliency efforts. Phase 2- Collaborate & Explore: Use the information collected in Phase 1 to start gathering ideas from community members, stakeholders, and City staff about potential solutions and actions for climate resiliency and mitigation in Kansas City. Phase 3- Prioritize & Align: Use community needs, technical expertise, and analysis outcomes to identify the solutions with the highest potential for impact in Kansas City to drive the City to meet its climate goals. Phase 4: Mobilize Identify and/or create the tools and resources to support successful implementation of the ideas outlined in the Climate Protection and Resiliency Plan (CPRP). We are currently in Phase 1. The climate justice workers are beginning their outreach in neighborhoods and we are surveying residents and businesses through our online platform here: https://playbook.kcmo.gov/cprp The CPRP is hosted on the same site as the City's Comprehensive Plan update, so all residents that have chosen to be involved in that process are automatically updated on the CPRP process and vice versa. This allows us to capture additional residents that may not be directly interested in the CPRP and show them the connection between climate action and long term city planning.
