13180954409City of EspooFinlandEurope2. Climate Hazards and Vulnerability2.0aPlease select the primary process or methodology used to undertake the risk and vulnerability assessment of your city.2Description1Risk assessment methodologySustainable Energy and Climate Action Plan (SECAP) of Espoounder the Covenant of Mayors (CoM) 2019 contains a detailed climate change risk and vulnerability assessment for Espoo. The assessment included a workshop, that participated city administration from different departments as well as the most relevant stakeholders. In this workshop and during reporting, three most relevant climate risks were recognized: Floods, extreme rain and extreme heat. The workshop also evaluated factors affecting climate vulnerability. For the the three major risks, recognized vulnerabilities were Espoos location in the coastline and rapid population development (floods), dense city structure and clay soils (extreme rain), increased portion of elderly in the population and old building stock (extreme heat). Vulnerabilities were also evaluated for other risks in the report. The current state and future challenges of climate change vulnerability in Espoo have also been assessed as part of Helsinki Region Environmental Services Authority's report "New challenges of adaptation to climate change in the Helsinki Metropolitan Area" that was published in September 2017. As the name implies, the report focuses on adaptation, but it also strengthens understanding of climate change and its impacts, including the effects on vulnerability in the region. In addition, Espoo is included in the Helsinki Metropolitan area climate change adaptation strategy 2012-2020 that takes into consideration risks and vulnerabilities caused by climate change in the region. The strategy compiles measures and policies with which the metropolitan area prepares for the consequences of climate change. Social vulnerability to climate change in the Metropolitan Area of Helsinki, including Espoo, is dealt in detail in a separate report. In 2021 after the strategy year had ended , HSY together with Espoo, Vantaa, Helsinki and Kauniainen completed a review report on the adaptation strategy impacts through out the strategy years. Also, the changes in natural condition in Espoo and larger Helsinki Metropolitan area due climate change are dealt in a report by Finnish Meteorological Institute. Furthermore, as a part of national mapping, the national flood center has modeled the flooding potential of Espoo.

The report deals with climate change adaptation challenges and vulnerability issues in green structure, social and health services, climate proof housing, storm water management, water services, preparedness for climate risks, adaption of public transport system and cooperation with businesses and NGOs. The report suggests preliminary indicators for further vulnerability and adaptation management. The primary suggested indicators are floods, storm water management, water management, climate-induced social vulnerability, awareness of climate change adaptation, adaptation in private sector, integration of adaptation, development and education of climate change and its impacts.

The strategy 1) assess the impacts of climate changein the area, 2) prepares for the impacts of climate change and to extreme weather events and 3) to reduce the vulnerabilities of the area to climate variability and change. In the strategy, the adaptation measuresand policies are divided into two groups: 1) regional and joint strategic approaches in adaptation and 2) short term (2012–2020) adaptation measures. The measures are defined for the following sectors and cross-sectoralissues: 1) Land use, 2) Transport and technical networks, 3) Building and climate proof neighborhood, 4) Water and waste management, 5) Rescue services and safety, 6) Social and health services, and 7) Cooperation in producingand disseminating information.
