Se tomó como referencia el esquema conceptual para la determinación del riesgo climático propuesto por el IPPC en su Quinto Informe de Evaluación (2014), de donde se toma la definición de riesgo climático, así mismo, se consideró la metodologia propuesta en el “Manual para la Evaluación de Riesgos Originados por Fenómenos Naturales”, publicado en 2014 por el Centro Nacional de Estimación, Prevención y Reducción del Riesgo de Desastres del Perú (CENEPRED). Esto se realizó con la intención de que el análisis este dentro del marco nacional e internacional. Cabe mencionar que otra de las razones por las cuales se implemento esta metodología fue debido a que se debió ajustar a la información climática disponible para Perú y Lima. Por esta razón y por ser la primera vez que se elaboró un Análisis de Riesgos Climáticos en el país, se tuvo reuniones con el Servicio Nacional de Metereología e Hidrología del Perú (SENAMHI) para revisar la data y metodología aplicada.

Así, elementos geográficos, demográficos, socioeconómicos y ambientales, junto con el análisis de las políticas de desarrollo territorial, hacen parte del estudio necesario para caracterizar la realidad del actual de Lima Metropolitana y las tendencias futuras. Este trabajo permitió caracterizar la exposición y la vulnerabilidad de estos elementos frente a determinados peligros climáticas.Los receptores o sujetos que se encuentran expuestos a los riesgos climáticos se agruparon en cuatro dimensiones o sectores: población, actividades económicas, infraestructuras y por último, ambiente. Las cadenas de efecto permiten presentar de forma sistematizada los potenciales efectos que cabe atribuir a la variabilidad climática sobre cada uno de los receptores sensibles considerados dentro de cada dimensión o sector. Un correcto entendimiento de estas relaciones causa-efecto permitirá la posterior propuesta razonada de indicadores de vulnerabilidad (sensibilidad y capacidad adaptativa). Estos indicadores estarán asociados a aquellos efectos identificados, que puedan tener una referencia geográfica cierta.1. Población: La migración rural hacia la costa en general y hacia la capital y principal motor económico del país en particular, produjo tasas de crecimiento poblacional en Lima durante la segunda mitad del siglo XX. En 1950 la población censada era de aproximadamente 1,5 millones de habitantes y, según el último censo de 2017, actualmente la población de la provincia supera los 9 millones de habitantes. Algunos distritos centrales presentan altas densidades de población, con valores que superan los 200 habitantes por hectárea. 2. Actividades Económicas: Según informaciones proporcionadas por el Instituto Nacional de Estadística e Informática del Perú (INEI) a la Municipalidad Metropolitana de Lima, la contribución de Lima Metropolitana al producto interno bruto del país ha venido representando de manera constanteuna tercera parte del mismo y ha crecido en igual proporción, en torno al 70% en el periodo 2007-2018. 3. Infraestructura: este sector comprende la Vialidad, Transporte público, salud, energía y telecomunicaciones, y educación4. Ambiente: La mayor representación de áreas verdes está conformada por los parques, plazas, alamedas, malecón, ovalo y separadores (avenidas y bermas) , ubicados en los distintos distritos de la Provincia de Lima, los mismos que suponen un 65,96% de la superficie total; por su parte los Parques Metropolitano y clubes zonales, representan una superficie de 13,9%. Tomando en consideración los inventarios de áreas verdes presentados a la MML, se obtiene que a nivel de la Provincia de Lima existe una relación de 3,5 m2 de área verde por habitante, aunque su distribución en las diferentes zonas de la ciudad es heterogénea. El presente ARC se extiende a los límites administrativos que definen la Municipalidad Metropolitana de Lima, en sus 43 distritos. Se consideran por tanto no sólo los espacios eminentemente urbanos, sino también sus ruralidades y áreas naturales. El alcance temporal del análisis está acotado por dos elementos. El primero hace referencia a los horizontes contemplados en las proyecciones climáticas disponibles. En este caso, se ha trabajado con los aportes que sustentaron la Tercera Comunicación Nacional de Perú para la Convención Marco de Naciones Unidas para el Cambio Climático (2016), para un horizonte temporal centrado en 2050 (2036-2065). Por otro lado, el segundo elemento hace referencia a las previsiones de desarrollo regional establecidas para el área metropolitana. En este sentido, se tomará como referencia el Plan Metropolitano 2040, que está en fase de elaboración y para el que se espera el presente trabajo pueda aportar criterios relevantes para el Instituto Metropolitano de Planificación (IMP) a la hora de ordenar usos del suelo y actividades en Lima.
