Suwon is the capital of Gyeonggi-do Metropolitan Government and is the center of Gyeonggi-do's administration, economy, and culture. It is located at a node that connects highways, railways, trains, national roads, and local roads. Gwanggyosan Mountain in the north, Chilbosan Mountain in the west, Paldalsan Mountain and Yeokisan Mountain are located in the center, and the south is composed of flat terrain. Areas less than 100m above sea level occupy 82.1% of the total, and only 5% of the slopes occupy 69%, making it suitable for development. The headquarters of Samsung Electronics, a global company, is located in Suwon, and Hwaseong Fortress, an UNESCO World Heritage Site, is located in the center of the city. It shows the characteristics of an urban area with a high population density, and about 80% of greenhouse gas emissions are emitted from these buildings and transportation. Suwon enacted the Suwon City Climate Change Ordinance in 2009, and set a voluntary greenhouse gas reduction target in 2011 through the Suwon Declaration for Environmental Capital. A comprehensive plan for climate change response, a basic energy plan, and a detailed action plan for climate change adaptation are established every 5 years, and by establishing a management system, an annual greenhouse gas inventory is established and transparent implementation evaluation is conducted. Suwon has become a role model for local governments by leading the core values of the new climate system. In April 2020, based on the GHG inventory establishment and analysis data, a basic strategy for 2050 carbon neutrality was established, 20 action tasks in 7 areas were prepared, and target amounts for each stage for 8 action indicators were quantitatively presented. In June 2020, Suwon held an emergency declaration of a climate crisis with 226 basic local governments nationwide. And through the leading role of Suwon City, in July 2020, 80 local governments nationwide established a carbon-neutral local government practice solidarity and was promped the 2050 Carbon Neutral Joint Declaration. In February 2021, the National Assembly's Carbon Neutral Local Government Promotion Group was launched, and 10 initiatives were prepared for practical reduction actions. In May 2021, prior to the P4G Summit held in Seoul, all 243 regional and basic local governments nationwide joined the joint declaration of carbon neutrality.

The low-carbon green city development plan for the preservation and management of a clean and pleasant environment is reflected. To minimize greenhouse gas emissions, plans for each sector such as land use, transportation, energy, air and water environment, waste, green space, safety, economy, industry, and culture are included based on the current status of greenhouse gas emissions and future forecasts.Suwon has established and implemented a greenhouse gas reduction plan every five years since the first comprehensive climate change response plan was established in 2011. Suwon City's greenhouse gas reduction goal is to reduce per capita emissions by 40% compared to 2005 by 2030. In addition, through the 2050 Carbon Neutrality Declaration, we set a goal of reducing greenhouse gas emissions by 80% by 2050 and offsetting the remaining 20%.According to the 2nd Comprehensive Climate Change Response Plan, 36 unit projects in 7 fields were promoted from 2016 to 2020, and the 3rd Comprehensive Climate Change Response Plan is being established for detailed plans for greenhouse gas reduction for 10 years this year.In addition, we are in the process of establishing a basic plan to prepare a specific implementation roadmap by reflecting the 2050 carbon neutrality basic strategy, and through this, we plan to adopt carbon neutrality as the highest policy base so that it can be reflected in all policy areas.

In addition, measures were prepared for the vulnerable by reflecting regional characteristics such as geographic, social and economic conditions of the region. Detailed action plans for adaptation to climate change are established every five years in accordance with the Framework Act on Low Carbon, Green Growth. In order to effectively adapt to the impacts of climate change, the vision and goals for adaptation measures for climate change were set in consideration of the regional characteristics of Suwon by extracting vulnerable areas and areas through the vulnerability assessment to the impact of climate change. Vulnerability was evaluated for each of Suwon's four regions by calculating the vulnerability index in five areas (24 items in detail) related to climate change adaptation. In the case of Korea, energy production and supply are centralized and operated in an inefficient structure due to the narrow land area and dense population in the metropolitan area. Accordingly, Suwon is making efforts to increase energy independence of the region and expand eco-friendly energy production in order to improve energy production efficiency and distribute supply. Suwon City has set the goal of increasing the supply of new and renewable energy from 4.1% in 2016 to 10% in 2021 according to the 2nd Regional Energy Master Plan. By establishing a basic plan for managing nonpoint pollution sources, the inflow of pollutants into rivers is suppressed, and ecological rivers are being created through the management of ecological bases and ecological networks such as rivers and lakes.
